On February 25th 2016, the delegation of Viet Nam Maritime Administration (Ministry of Transport) had a meeting with the Provincial People’s Committee related to the Plan on dry port development until 2020, with an orientation toward 2030 to improve the quality and ensure the uniformity, synchronization under the local development plan. Ms. H'Yim Kdoh - Vice Chairman of the PPC and heads of relevant departments, sectors received the delegation. Among those present of the Delegation were Mr. Do Hong Thai - Deputy Director of the Vietnam Maritime Administration and representatives of Quy Nhon, and Khanh Hoa Port authorities.

At the meeting, the representatives of the Vietnam Maritime Administration presented the detailed Plan on dry ports system development in Dak Lak which is a part of the master planon development of Vietnam’s dry port system through 2020, with orientations toward 2030 approved by the Prime Minister under Decision No. 2223/QD-TTg dated December 13, 2011. Currently, the Vietnam Maritime Administration has completed and submitted the draft plan to the Ministry of Transport at the Proposal No.1578/TTr-CHHVN on December 17, 2015. According to the draft, the three dry ports in the Central Highlands shall be located in Dak Lak, Lam Dong and Gia Lai.

After listening to the brief of plan on dry ports development, the two parties had an exchange of local policies on dry ports development, proposed location, dry ports in connection with the development of industrial parks and border gates. In accordance with the proposal, the plan on Dry Ports in Dak Lak shall mainly serve for the transportation of provincial goods to and from Quy Nhon and Khanh Hoa seaports. The dry portshall be built in the vicinity of Buon MaThuot city on National Road No. 26. In 2020 and 2030, the total planning area shall be 10 hectares and 20 hectares, respectively. The capacity shall gain nearly 100,000 TEU per year in 2020 and approximately150,000 TEU per year in 2030 (TEU is the unit of measurement of intermodal container which is equivalent to a standard container). The Dry port system will be connected to Quy Nhon seaport through Ho Chi Minh Highway and National Road No. 19; to Khanh Hoa seaport through the National Road No. 26.

Representatives of departments and sectors suggested that the consulting unit should conduct a survey and figure out the effectiveness of exploitation to determine suitable position with the freight flows. In the coming time, the consulting unit should coordinate with local authorities to learn about the local socio-economic situation and potential. Thus, the specific plan should be proposed before building the dry ports to create favorable conditions for PPC to consider and make a final decision on the construction location. The representatives of neighboring Ports propose that the PPC should pay attention to the traditional habits of shippers, transport hubs serving for export to take shape of the location of dry ports, have a link between infrastructure and customs, insurance, etc… It is assured that the dry ports shall make an important contribution to the seaports after being finished. These shall increase the efficiency of goods transport between source of goods and seaports; have a growth of tax revenue for localities, create favorable conditions to attract investors.
According to Ms. H'Yim Kdoh - Vice Chairman, the construction of Dak Lak dry port is a reasonable orientation under the provincial socio-economic development plan.The province agreed with the supplementation of Dak Lak dry port to the detailed plan on dry ports system developmentuntil 2020, with an orientation toward 2030. Basing on suggestions of the units, departments, and local port authorities, it is proposed that the Vietnam Maritime Administration makes the adjustments to the detailed plan according to the unified proposal of departments at the meeting, in line with marine economic strategy. Department of Transport shall be mainly responsible for making a report in written to PPC on the construction location for the Vietnam Maritime Administration to carry out their work in the near future.
