On the morning of June 30, at March 10 Square Square, the Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of Dak Lak and Phu Yen provinces solemnly held a ceremony to announce the resolutions and decisions of the Central Government and local authorities regarding the merger of provincial and communal administrative units, the conclusion of district-level administrative units, the establishment of party organizations, and the appointment of committees, People's Councils, People's Committees, and Vietnam Fatherland Front Committees at the provincial and communal levels.

Attending the ceremony were the following officials: Le Hoai Trung - Secretary of the Central Committee of the Party, Head of the Central Office of the Party; Pham Tat Thang - Member of the Central Committee of the Party, Deputy Head of the Central Propaganda and Mass Mobilization Department; Phan Thang An - Deputy Head of the Central Organization Department; along with representatives of leaders from various central departments, ministries, and the Command of Military Region V.

Comrade Phan Thang An - Deputy Head of the Central Organization Department announced the resolutions and decisions.

During the ceremony, Phan Thang An announced the resolutions and decisions of the Central Government regarding the reorganization of provincial and communal administrative units in the two provinces.

Specifically, the announcement included Resolution No. 202/2025/QH15, dated June 12, 2025, of the National Assembly regarding the reorganization of provincial administrative units. Accordingly, the entire natural area and population scale of Phu Yen and Dak Lak provinces will be merged into a new province named Dak Lak province. After the reorganization, Dak Lak Province will have a natural area of 18,096.40 km² and a population of 3,346,853 people. Dak Lak Province borders Gia Lai, Khanh Hoa, Lam Dong provinces, the Kingdom of Cambodia, and the East Sea.

Comrade Le Hoai Trung – Secretary of the Central Party Committee, Chief of the Central Party Office, delivered a speech at the ceremony.

The announcement included Resolution No. 203/2025/QH15, dated June 16, 2025, of the National Assembly on the amendment and supplementation of several articles of the Constitution of the Socialist Republic of Vietnam. Article 2 clearly states the termination of the activities of district-level administrative units nationwide from July 1, 2025.

The announcement also included Resolution No. 1660/NQ-UBTVQH15, dated June 16, 2025, of the National Assembly regarding the reorganization of communal administrative units in Dak Lak Province in 2025. Accordingly, after the reorganization, Dak Lak Province will have 102 communal administrative units, including 88 communes and 14 wards.

Additionally, Decision No. 320-QD/TW, dated June 18, 2025, of the Politburo was announced regarding the establishment of the Dak Lak Provincial Party Committee under the Central Executive Committee based on the merger of the two provincial party committees of Dak Lak and Phu Yen. The Dak Lak Provincial Party Committee will consist of party organizations and party members from the two provincial party committees prior to the merger. This decision will take effect from July 1, 2025.

Comrade Nguyen Dinh Trung – Member of the Central Party Committee, Secretary of the Dak Lak Provincial Party Committee delivered a speech accepting the assignment.

The announcement included Decision No. 2161-QDNS/TW, dated June 23, 2025, of the Politburo regarding the appointment of the Provincial Party Committee of Dak Lak for the term 2020 – 2025, consisting of 61 members; the Standing Committee of the Dak Lak Provincial Party Committee for the term 2020 – 2025, consisting of 21 members; the appointment of Comrade Nguyen Dinh Trung - Member of the Central Party Committee, Secretary of the Dak Lak Provincial Party Committee (previous) to continue serving as Secretary of the Dak Lak Provincial Party Committee (new) for the term 2020 – 2025; the appointment of Comrade Cao Thi Hoa An - Secretary of the Provincial Party Committee, Chairwoman of the People's Council of Phu Yen Province to the position of Permanent Deputy Secretary of the Provincial Party Committee; Deputy Secretaries of the Provincial Party Committee include: Comrade Ta Anh Tuan - Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Phu Yen Province; Comrade Huynh Thi Chien Hoa - Permanent Deputy Secretary of the Provincial Party Committee, Chairwoman of the People's Council of Dak Lak Province (previous); Comrade Do Huu Huy - Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Binh Thuan Province.

The announcement also included Decision No. 2182 - QD/TW of the Secretariat appointing the Provincial Party Committee's Inspection Commission for the term 2020 – 2025, consisting of 12 members; the appointment of Comrade Tran Trung Hien – Head of the Dak Lak Provincial Party Committee's Internal Affairs Commission (previous) to the position of Chairman of the Dak Lak Provincial Party Committee's Inspection Commission for the term 2020 – 2025; and the appointment of 4 members to the position of Deputy Chairman of the Provincial Party Committee's Inspection Commission.

Additionally, the announcement included Resolution No. 1731/NQ-UBTVQH15, dated June 24, 2025, of the Standing Committee of the National Assembly appointing Comrade Cao Thi Hoa An – Permanent Deputy Secretary of the Provincial Party Committee to the position of Chairwoman of the Dak Lak Provincial People's Council for the term 2021-2026; and the appointment of Comrades: Tran Phu Hung - Member of the Standing Committee of the Provincial Party Committee; Do Thai Phong – Provincial Party Member to the positions of Deputy Chairmen of the Dak Lak Provincial People's Council for the term 2021-2026; the appointment of Comrade Pham Thi Phuong Hoa to the position of Head of the Legal Committee; Comrade Phan Thi Ha Phuoc to the position of Head of the Economic and Budget Committee; Comrade Le Van Cuong to the position of Head of the Culture and Society Committee; and Comrade Do Thi Nhu Tinh to the position of Head of the Ethnic Affairs Committee.

The announcement included Resolution No. 1708/NQ-UBTVQH15, dated June 24, 2025, of the Standing Committee of the National Assembly, which decided that the delegation of National Assembly deputies from Dak Lak Province for the XV term consists of 14 deputies; appointed Comrade Nguyen Thi Thu Nguyet – Provincial Party Committee member, National Assembly deputy of the XV term, to hold the position of Deputy Head of the National Assembly delegation working full-time for the XV term, in charge of the National Assembly delegation of Dak Lak Province; appointed Comrade Le Dao An Xuan – Provincial Party Committee member, National Assembly deputy of the XV term, to hold the position of Deputy Head of the National Assembly delegation working full-time for the XV term of Dak Lak Province.

The announcement also included Decision No. 1262/QD-TTg, dated June 24, 2025, of the Prime Minister appointing Comrade Ta Anh Tuan - Deputy Secretary of the Dak Lak Provincial Party Committee (new) for the 2020-2025 term to hold the position of Chairman of the Dak Lak Provincial People's Committee (new) for the 2021-2026 term starting from July 1, 2025.

Comrade Cao Thi Hoa An - Permanent Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council, presented the Decision and offered flowers to congratulate the Secretaries of the Party Committees of communes and wards..

The announcement included Decision No. 1322/QD-TTg, dated June 24, 2025, of the Prime Minister appointing the following individuals to the position of Vice Chairman of the Dak Lak Provincial People's Committee (new) for the 2021-2026 term starting from July 1, 2025: Ho Thi Nguyen Thao - Member of the Standing Committee of the Provincial Party Committee, Vice Chairwoman of the Phu Yen Provincial People's Committee; Nguyen Thien Van - Acting Chairman of the Dak Lak Provincial People's Committee; Truong Cong Thai - Vice Chairman of the Dak Lak Provincial People's Committee; Dao My - Vice Chairman of the Phu Yen Provincial People's Committee.

The announcement also included decisions from the Central Committee of the Vietnam Fatherland Front establishing the Vietnam Fatherland Front Committee of Dak Lak Province; recognizing 144 members of the Vietnam Fatherland Front Committee of Dak Lak Province for the 2024-2029 term; recognizing 11 positions in the Standing Committee of the Vietnam Fatherland Front Committee of Dak Lak Province for the 2024-2029 term; with Comrade Y Giang Gry Nie Knong holding the position of Chairman of the Vietnam Fatherland Front Committee of Dak Lak Province.

Comrade Huynh Thi Chien Hoa - Deputy Secretary of the Provincial Party Committee, presented the Decision and offered flowers to congratulate the Secretaries of the Party Committees of communes and wards.

At the ceremony, Comrade Huynh Thi Chien Hoa - Deputy Secretary of the Provincial Party Committee announced the decisions of the two provinces Dak Lak and Phu Yen, including: the decision of the District Party Committee on the termination of activities of the old commune level; the decision of the Provincial Party Committee on the termination of activities of the old district party committees; the decision of the Provincial Party Committees of both provinces on the establishment of 102 new Party Committees of communes and wards; the decision to appoint personnel for the Executive Committee, Standing Committee, Secretary, and Deputy Secretary of the 102 communes and wards; the decision to appoint the Inspection Committee, Chairman, and Deputy Chairman of the Inspection Committee of the 102 communes and wards; the resolution appointing the Chairman, Deputy Chairman, and Head of the People's Council of the 102 communes and wards; the resolution appointing the Chairman, Deputy Chairman of the People's Committee of the 102 communes and wards; the decision of the Vietnam Fatherland Front Committee of the province to establish the Vietnam Fatherland Front of the 102 communes and wards.

Speaking at the ceremony, Comrade Le Hoai Trung – Secretary of the Central Party Committee, Chief of the Central Party Office emphasized that the merger of Dak Lak and Phu Yen provinces into a new administrative-economic unit is a breakthrough choice aimed at restructuring development in an integrated, synchronous, and effective manner; opening up new spaces to maximize comparative advantages and mutual support between localities, promoting economic linkage and regional connectivity.

Comrade Ta Anh Tuan - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee presented decisions and offered flowers to congratulate the Party Secretaries of the communes and wards. 

Comrade Le Hoai Trung acknowledged, highly appreciated, and commended the proactive, decisive, and coordinated efforts of the Standing Committee of the Provincial Party Committee of the two provinces in developing personnel plans, directing assignments, and organizing a reasonable, harmonious, democratic, and objective apparatus, thereby creating a solid foundation for the local government apparatus at the two levels of the new Dak Lak province to operate smoothly, stably, and effectively. 

With a harmonious convergence of favorable conditions, Dak Lak province will rise to become a new growth pole of the Central Highlands and South Central Coast regions, serving as a multidimensional center for economy, culture, education, healthcare, tourism, and logistics; a vivid model of harmonious and sustainable development that embodies national identity in the new era, contributing positively to the overall development of the region and the country. 

In a spirit of joy and pride at this historically significant milestone, Comrade Le Hoai Trung urged Dak Lak province to promptly stabilize the organizational structure and personnel of the political system to ensure unity; effectively carry out political and ideological work, and promote awareness to create high consensus among officials, party members, and the public during the ongoing reorganization and stabilization of the political system and local government apparatus to ensure effective and uninterrupted operation; closely follow the directives from the Central Government, proactively implement tasks and address practical issues to build timely and specific action programs and plans.

Comrade Do Huu Huy - Deputy Secretary of the Provincial Party Committee presented decisions and offered flowers to congratulate the Party Secretaries of the communes and wards.

The Party committees at all levels in Dak Lak province need to prepare thoroughly for the upcoming Party Congresses at all levels leading to the 14th National Congress of the Party, ensuring progress, principles, quality, and alignment with practical realities following the merger.

Comrade Le Hoai Trung expressed confidence that, with the tradition of solidarity, resilient spirit, and innovative mindset of the Party Committee, government, and people of all ethnic groups in Dak Lak province; along with the close leadership and timely support from the Central Government, Dak Lak province will steadfastly overcome all difficulties and challenges, rising to become a dynamic growth pole with a leading role in the Central Highlands and South Central Coast regions. 

On behalf of the Provincial Party Committee, People's Council, People's Committee, and the Vietnam Fatherland Front Committee of Dak Lak province, Comrade Nguyen Dinh Trung - Member of the Central Party Committee, Secretary of the Provincial Party Committee expressed sincere and profound gratitude to the Politburo, the Secretariat, the National Assembly, the Government, the Central Committee of the Vietnam Fatherland Front, and the leaders of the Party and State for their trust in assigning this important responsibility; and sincerely thanked the Party Committee, government, and people of the two provinces of Dak Lak and Phu Yen for their support and facilitation in fulfilling tasks in the past period.

Comrade Ngo Thi Minh Trinh - Secretary of the Party Committee of Ea Knuec Commune, representing the Secretaries of the Party Committees of various communes and wards, delivered a speech at the ceremony.

Comrade Nguyen Dinh Trung emphasized that this is a great honor but also a heavy responsibility. On behalf of the provincial leadership, Comrade Nguyen Dinh Trung pledged to dedicate himself to the development of Dak Lak province in the new phase, continuing to awaken and strongly promote the tradition of solidarity among the Party Committee, government, and people of all ethnic groups in the province; exploiting the potential and advantages of the new Dak Lak province, leveraging the attention of the Party and State, and the support of the business community and all strata of society, striving to overcome difficulties and challenges to successfully implement the Party and State's policies, especially the four resolutions of the "four pillars," with a determination to build Dak Lak province into a rapidly developing, sustainable, increasingly prosperous, civilized, and culturally rich area, contributing to laying a solid foundation for the entire country to enter a new era - an era of strong and remarkable development of the Vietnamese nation.
