At the regular meeting in April 2024, Chairman of the Provincial People's Committee Pham Ngoc Nghi requested departments and sectors to report on evaluating the achieved results; analyze the existing reasons and limitations for each criterion and component criterion of the PAR Index, SIPAS in 2023 did not reach the maximum score due to the advising agency's responsibility; and propose tasks and solutions to improve the PAR Index and SIPAS in 2024 to the Department of Home Affairs for synthesis.

According to the assessment report of the Department of Home Affairs, the Provincial Public Administration Reform (PAR) Index in 2023 of Dak Lak province reached 87.33 points, ranking 28th out of 63 provinces and centrally-run cities. The PAR Index in 2023 increased by 2.86 points, improving by 10 ranks compared to 2022, ranking first out of the five Central Highlands provinces (Kon Tum: 43/63; Lam Dong: 46/63; Dak Nong: 51/63; Gia Lai: 58/63). In the eight fields of the PAR Index in 2023, 04/08 fields are in the top 20 provinces and cities nationwide (an increase of 02 fields compared to 2022); 02/08 fields are in the group of provinces ranked from 20 - 40; 02/08 fields are in the group of provinces ranked from 41 - 63. Eighteen criteria and component criteria did not reach the maximum score in the assessment, affecting the PAR Index in 2023. The implementation of the 2023 Plan's contents such as Investment Attraction Level; Enterprise Development Level; Implementation of Economic-Social Development Targets assigned by the Provincial People's Council did not meet the requirements, ranking 60th out of 63 provinces and cities (43rd in 2022).
Regarding the SIPAS Index in 2023 of Dak Lak province, it reached 81.49%, ranking 39th out of 63 provinces and centrally-run cities, an increase of 1.02%, decreasing by 12 ranks compared to 2022 (80.47%, 27th in 2022).

The satisfaction level of the people with the construction, organization, and implementation of policies reached 81.5%, ranking 38th out of 63 provinces and cities. The satisfaction level of the people with the provision of administrative services reached 81.49%, ranking 40th out of 63 provinces and cities. In 2023, the people's satisfaction index with the service of state administrative agencies increased by 1.02%, but decreased by 12 ranks compared to 2022. The reason for the decrease in rank is that the speed of improvement in the people's satisfaction index with the service of state administrative agencies in the province is not high, not keeping up with other provinces and cities nationwide. Besides, the satisfaction of the people in districts and communes is not uniform, so changing the survey locations will result in a significant difference in satisfaction survey results regarding the service of state administrative agencies.
The Department of Home Affairs proposes that the Provincial People's Committee focus on directing the development of solutions to enhance people's satisfaction with the construction and organization of policies in the province. Building a plan to enhance the Provincial Public Administration Reform (PAR) Index in 2024 regarding the direction and administration of PAR; Administrative machinery reform; Civil service reform. Developing solutions to enhance people's satisfaction with civil servants; Building a plan to enhance the Provincial Public Administration Reform (PAR) Index regarding Administrative Procedure Reform and implementation of the single-window mechanism, single-window interconnected mechanism, Provincial reporting information system, and criteria for implementing tasks assigned by the Government, Prime Minister, and Provincial e-Government Portal. Developing solutions to enhance people's satisfaction with the provision of administrative services regarding: receiving, handling opinions, feedback, recommendations; results of settling administrative procedures; providing administrative services; accessibility to services; administrative procedures.
