According to the announcement by the Dak Lak Provincial People's Committee, Buon Ma Thuot City continues to lead in the Provincial Administration Reform (PAR) Index in 2023. This result affirms the government's determination to sustain its ranking and invest resources in modern, transparent administrative reforms to serve the people.
Mr. Tran Duc Nhat, Vice Chairman of the People's Committee of Buon Ma Thuot City, informed that this is the second consecutive year the locality has been evaluated as first in the administrative reform index. The city's administrative reform efforts have progressively improved, becoming more transparent and effective, bringing about positive outcomes and strong public consensus and response.

The department has 14 counters for receiving applications, including 03 counters for specialized departments of the City People's Committee (handled by the Provincial Postal Service), 11 counters for the Land Registration Office branch, and 02 counters for the City Police Department.

Modern equipment has been invested in for these services.
Additionally, the city has equipped an online number drawing system and citizen satisfaction assessment software for application processing. Seats are allocated for Youth Union members assisting with number drawing and guiding procedures for citizens. Counters are also set up for postal service staff to receive and guide citizens in using public postal services.
Moreover, the single-window mechanism continues to be implemented rigorously and effectively at the city and commune People's Committees, enhancing transparency and public satisfaction in resolving administrative procedures, thereby increasing citizen and business satisfaction rates.

Mr. Nhat added that alongside administrative reform evaluations, Buon Ma Thuot City's digital transformation efforts have also been evaluated as first for the second consecutive year by the Dak Lak Provincial People's Committee. The operational model of the public administrative service center at the City People's Committee continues to demonstrate effectiveness, meeting citizen demands and facilitating directive, management, monitoring, acceleration, and reporting of situations and resolution outcomes for administrative procedures promptly and conveniently.
Individuals and organizations coming to resolve administrative procedures are warmly welcomed, courteously, professionally, and in a modern manner, beginning to yield effective results, step by step, creating satisfaction among organizations and individuals.

According to the City People's Committee report, from December 15, 2023, to March 14, 2024, the Electronic Single Window system received 9,502 applications, of which 5,018 were complete files, achieving a rate of 52.8%. Partial online applications numbered 1,147, achieving a rate of 12.07%, and partial direct applications numbered 2,376, achieving a rate of 25%. The update rate of applications onto the interconnected Electronic Single Window system reached 100%. Reception and results delivery departments in wards and communes received 15,775 applications, resolving 15,726. Among these, 15,724 were resolved before or on schedule, with 2 applications exceeding the deadline. There remain 29 pending applications yet to be resolved.
