On the morning of November 13th, at Dien Hong Hall, under the chairmanship of Mr. Vuong Dinh Hue, Chairman of the National Assembly, the 15th National Assembly closed its 2nd Session after 16 working days.
Participants in the closing meeting of the 2nd Session included Mr. Nguyen Phu Trong, General Secretary of the Communist Party of Viet Nam; Mr. Nguyen Xuan Phuc, State President of Viet Nam; Mr. Pham Minh Chinh, Prime Minister of Viet Nam; Mr. Do Van Chien, President of the Central Committee of the Viet Nam Fatherland Front; senior leaders and former senior leaders of the Party and State through the periods; delegates of the National Assembly; and representatives of leaders of central ministries, departments and sectors.

At the closing meeting of the 2nd Session, Mr. Bui Van Cuong, Member of the Standing Committee of the National Assembly, Secretary General of the National Assembly, and Chairman of the Office of the National Assembly, presented Report on explaining, receiving, readjusting and drafting Resolution on question-and-answer activities at the 2nd Session of the 15th National Assembly; and Report on explaining, receiving, readjusting and drafting Resolution of the 2nd Session of the 15th National Assembly. The National Assembly delegates also voted to approve Resolution on question-and-answer activities at the 2nd Session of the 15th National Assembly (480 out of 480 delegates voting in favor) and voted to approve Resolution of the 2nd Session of the 15th National Assembly (467 out of 479 delegates voting in favor).
Concluding the 2nd Session of the 15th National Assembly, National Assembly Chairman Vuong Dinh Hue emphasized that the National Assembly reached a very high consensus on the contents, time, program as well as how to organize the 2nd Session of the 15th National Assembly due to its urgency and positivity, and careful and early preparation. Accordingly, the 2nd Session of the 15th National Assembly was organized into 2 phases in both online and offline methods. This was a Session that was actively shortened compared to the year-end sessions of the National Assembly in recent years, but it still ensured quality, efficiency and compliance with regulations. The Session took place lively. The National Assembly delegates raised their sense of responsibility and contributed many enthusiastic and intellectual ideas to the contents of the Session agenda. There were 2,927 National Assembly delegates’ speeches at 8 group meetings and 498 National Assembly delegates’ discussions at 16 plenary meetings in the Hall. The success of this Session continued to affirm important steps forward in building a "proactive, intellectual, united, innovative and responsible" National Assembly as well as an increasingly democratic, open and transparent National Assembly which is close to voters and people and embodies the great national unity block.

With regard to COVID-19 prevention and control, the National Assembly acknowledged the efforts of the Government, all-level committees, local authorities, and organizations in the political system in implementing the Party's guidelines, Resolution No.30 of the National Assembly, and Resolutions of the Standing Committee of the National Assembly. It also acknowledged the support, consensus and efforts of the enterprises, the people in Viet Nam, Vietnamese people abroad and international friends. The COVID-19 epidemic is basically under control, and localities are gradually implementing safe and flexible adaptation and effective control of the COVID-19 epidemic. The National Assembly requested the guidelines and directions of the Central Government, Resolutions of the National Assembly and the administration of the Government continue to be strictly implemented. Negligence or carelessness in COVID-19 prevention and control must be avoided. The outbreak of COVID-19 must also be avoided.
With regard to socio-economic recovery and development, many policies and support-packages were promptly issued and implemented, so the socio-economic situation in October had some positive changes. Generally, in the first 10 months of 2021, major balances of the economy were ensured, and industrial production recovered. The National Assembly requested the Government, all-level authority and sectors focus on effectively implementing the goal of both the COVID-19 prevention and control and socio-economic recovery and development. It is necessary to promptly develop and implement the Socio-economic development and recovery program with breakthrough, feasible and effective measures which focus on creating new growth motivations matching with the current development trend of the world economy.
With regard to legislation, on the basis of careful, objective and comprehensive consideration, the National Assembly voted to pass 2 Bills, gave opinions on 5 Bills, and issued 12 Resolutions to promptly resolve the urgent issues and make decisions on the important strategic and long-term issues, thereby making important contributions to institutionalizing and concretizing the Resolution of the 13th Party Congress and the 2013 Constitution as well as ensuring the implementation of international commitments and the compatibility of the legal system with international treaties to which Viet Nam is a signatory.

In order for Resolutions of the National Assembly to be implemented, immediately after this Session, the National Assembly will request the Government, the Prime Minister, the Standing Committee of the National Assembly, the Ethnic Council of the National Assembly, the Committees of the National Assembly, agencies in the State apparatus from the central to local levels, and the National Assembly Delegations urgently and well organize the implementation of laws and resolutions that have been passed; continue to innovate and improve quality and efficiency of their operation; and focus on monitoring and evaluating their operation to promote the positive aspects and resolve the inadequacies and limitations. The National Assembly delegates are requested to report to voters on the results of the 2nd Session; be more active and proactive in law-making and supervision; regularly keep close contact with the voters and the people; listen and honestly reflect voters' opinions; actively supervise the settlement of petitions, complaints and denunciations of citizens; and encourage the people to well implement guidelines of the Party, policies and laws of the State, especially regulations on prevention and control of COVID-19 epidemic.
