On the morning of November 4, continuing the Eighth Session of the Fifteenth National Assembly, the Delegation of Deputies of Dak Lak Provincial People's Council continued to participate in discussions in the assembly hall on reviewing the results of implementing the socio-economic development plan for 2024; and the planned socio-economic development plan for 2025.

Regarding ensuring traffic order and safety, Deputy Nguyen Thi Thu Nguyet - Secretary of the Party Committee of Buon Ho, stated that in the past time, with the resolute leadership of the Government, along with many comprehensive solutions being strengthened, the work of ensuring traffic order and safety on roads has seen many positive changes. However, the data for 2024 shows that the traffic accident situation nationwide continues to trend upwards, with 24,482 cases (an increase of 9.28%), and 18,540 injured people (an increase of 22.9%).

The increase in traffic accidents is due to many reasons, notably the management and control of electric bicycles. In the first 9 months of 2024 alone, the number of electric bicycles involved in traffic accidents was 478 vehicles, accounting for 1.35%. Although the number of traffic accidents caused by electric bicycles is not high, there are many very serious cases that leave tragic consequences for families and society both in the short and long term.

Due to their technical characteristics, these vehicles almost make no noise while moving, they are not equipped with safety devices; some vehicles are even modified differently from the manufacturer's design, and the control of these vehicles is mainly by students under 16 years old, who are almost not equipped with the necessary skills to participate in traffic safely, their legal awareness is not sufficient, their adolescent psychology, the desire to show off often leads to frequent violations of legal regulations...

Faced with a very alarming situation, the deputies proposed that the Government promptly issue Decrees and legal documents guiding the implementation of the Law on Traffic Order and Safety, providing detailed guidance on the operating conditions of non-motorized vehicles, including electric bicycles; directing provincial People's Committees to unify and coordinate in issuing regulations on the scope of operation of non-motorized vehicles at the local level based on overcoming maximum obstacles in the work of registration, management, handling of violations; strengthening the coordination of functional forces in inspecting the safety and technical quality conditions for operating electric bicycles, especially tightening the handling of production facilities, importers, sellers of low-quality vehicles on the market; directing the Ministry of Education and Training to evaluate the implementation of the Prime Minister's Directive 31 on "strengthening the work of ensuring traffic order and safety for school-age children in the new situation" across the sector to continue implementing strong measures so that students have the skills and responsibilities when using electric bicycles to participate in traffic safely.

In the field of transportation, Deputy Nguyen Thi Thu Nguyet emphasized that the rapid and sustainable development of the Central Highlands is a major policy of the Party, the State, and a central and important task for the development of localities in the region and the whole country. This is a viewpoint affirmed by the Politburo in Resolution No. 23 on the direction of socio-economic development and ensuring national defense and security in the Central Highlands region until 2030, with a vision towards 2045..

In recent years, the Central Highlands has received attention from the Government, ministries in all aspects, with many large, national key projects such as: the high-speed road project from Khanh Hoa to Buon Ma Thuot, the high-speed road project North - West South section Gia Nghia - Chon Thanh and many other items, projects being invested in, implemented, step by step contributing to completing the strategic transportation infrastructure of the Central Highlands region. However, the lives of the ethnic people in the Central Highlands are still very difficult, the regional infrastructure network is still lacking, so it is in great need of special attention from the Government.

To create momentum for the development of the Central Highlands, enhance competitiveness, connect agricultural product markets with regions nationwide, delegates propose that the Government consider supplementing the North - West South high-speed road project into the mid-term public investment plan for the 2026 - 2030 period to complete the transportation system connecting the Central Highlands region and the South Central Coast, Southeast region, and Mekong Delta based on the Prime Minister's conclusions at the working session with Dak Lak province and the consensus proposal of Dak Lak, Gia Lai, Dak Nong provinces.

At the same time, pay attention to allocating funds to complete the unfinished project, which is the project to upgrade and expand Ho Chi Minh road section Km1667+570 - Km1738+148 (National Highway 14) in Dak Lak province. This is a project decided by the Ministry of Transport to invest with a scale of 2 lanes, using Government bond funds.

On February 15, 2017, the Ministry of Transport issued a Decision approving the project adjustment, in which it added the construction item of a single-span Bridge 110, in Ea H'leo district, Dak Lak province, assigned to the Project Management Board of Ho Chi Minh road as the investor. However, due to difficulties in land clearance work and the Government bond fund from 2016 - 2018 not being extended, the project had to be temporarily suspended. According to the Investor's report, up to now, 88% of the volume has been completed, with 12% remaining not yet constructed.

During the past time, the province has had many proposals to the Ministry of Transport for consultation, proposing the Government to allocate funds, which the Ministry of Transport has acknowledged and accepted. However, to date, the project is still unfinished, affecting the travel and daily activities of people near the bridge area, posing risks to traffic safety and causing wastage of state budget...
