Cư M’gar launching phase 2 of 2021 economic census (13/07/2021, 15:40)

On 1 July, the Dak Lak Provincial Steering Committee for the 2021 Economic and Administrative Census in Quang Phu Town (Cu M’gar) held a ceremony marking the launch of phase 2 of information collection for the 2021 national economic census.

Attending the ceremony were Mr. Do Tan Xuan, Head of the Provincial Statistics Department and Deputy Head of the Provincial Steering Committee for the 2021 Economic and Administrative Census; Mr. Nguyen Cong Van, Vice Chairman of Cu M’gar District People’s Committee; and representatives of the local government, business establishments, and religious bodies.

Phase 2 of the 2021 economic census takes place from the 1st to 30th of July for individual business establishments and religious establishments in order to have a comprehensive view of the national economy in general and the provincial economy in particular. Accordingly, the Steering Committee will collect information from more than 80,000 individual business establishments and more than 400 religious establishments in the Province. For Cu M’Gar District only, the collection of information will take place at more than 6,300 individual business establishments and 39 religious establishments.

Remarkably, this is the first time information technology will be applied to the conduction of this survey. Interviewers will use online questionnaires on smart phones or tablets to conduct interviews for information collection.

Speaking at the ceremony, Mr. Do Tan Xuan emphasized that phase 2 of the census is to evaluate the national and provincial economy. Data obtained from the census will be used  to review the development of business establishments, specifically in the scale of operation and workforce; business results; IT application level; structure of each establishment and the distribution of business establishments and workforce in each locality; the calculation of official statistics criteria, GDP, and GRDP in 2020 in accordance with the project “Innovation of statistical figures compilation process of gross regional domestic product of central-affiliated cities or provinces”; and other statistical criteria of the national accounts system.

In order for phase 2 of the census to satisfy the requirements, the leader of the Provincial Statistics Department requested the Cu M’gar District Statistics Sub-Department to cooperate with relevant agencies, the District People’s Committee, and the Commune People’s Committees to strictly follow the plan for the census at all levels. Much attention must be paid to checking and supervision, especially at the beginning of the census in order to learn from experience and avoid any mistakes in the system. Furthermore, much attention should be focused on the dissemination of information about the census to welcome support from the people.

Interviewers have to meet the criteria of the method of information collection by interviewing in person individual business establishments and religious establishments while fully adhering to the stipulated interview process and the survey’s timeline. Also, much attention needs to be paid to speeding up the propaganda of the purpose and the significance for which the census is being conducted so that the people are more aware of and supportive of it, Mr. Do Tan Xuan requested.

Right after the ceremony, the Quang Phu Town Census Steering Committee started collecting information at four individual businesses and religious establishments in the locality as its first experience to learn from.

Phase 2 of the 2021 economic census, lasting from the 1st to 31st of July, will be conducted across the country in order to collect information from approximately 5.2 million individual business establishments and approximately 45,000 religious bodies.

It is estimated that there will be about 30,000 staff participating in phase 2 of this survey, 25,000 of whom will be skilled census interviewers that have experience in collecting information and using devices such as tablets and mobile phones for data collection in various regions.

Tasks of phase 2 of the 2021 economic census will mainly focus on collecting information from individual business establishments that are not trading in the agricultural, forestry, and aqua-cultural fields, from religious establishments in relation to business operation, and from digital economy, e-commerce, and local special products.
