The Provincial Steering Committee on combating smuggling, commercial frauds and counterfeiting (the 389 Provincial Steering Committee) held a preliminary conference on review of Q1’s (1st quarter) results and set up Q2’s (2nd quarter) tasks on April 12th , 2016. Alternate Member of the Party Central Committee, Vice Chairman of the PPC, Head of the 389 Provincial Steering Committee Mr. Nguyen Hai Ninh chaired the Conference.

Overview of the Conference

In Q1 of 2016, the provincial functional forces have combated effectively against activities of smuggling, commercial fraud, and fake goods as well as discovered many large-scale cases. Thereby, administrative violations in production and trading activities were strictly handled. Specifically, the functional forces conducted inspections  and controlled 607 cases, handled 408 cases (decreasing by 52% compared to the same period last year) with estimated fine of over VND 15.7 billion (increasing to 145% against the period last year). Goods are confiscated by the functional forces including: petroleum, meat of unknown origin, contraband cigarettes, crop protection products, wood, firecrackers, wine, and cosmetics.

Besides the mentioned results, the fight against smuggling, commercial fraud, and counterfeiting goods in Dak Lak has faced many disadvantages such as: the increasingly complicated situation of prohibited goods trading, counterfeiting goods business activities, and commercial fraud using sophisticated methods in transportation and business activities. In addition, the coordination between functional authorities has not closely implemented.  The inspection and control of market have still overlapped. The illegal activities of exploitation, transportation, trading of forest products and wild animals have not been under control.

Regarding the implementation of Q2’s key tasks, the 389 Provincial Steering Committee has directed the functional authorities to concentrate on well performing following contents. Firstly, it is important to strengthen inspection of commodities defrauded by business subjects in measurement and quality, such as petroleum, liquefied gas, pharmaceutical drug, fertilizer, constructional materials. Secondly, it is proposed to carry out inspections of products related to food hygiene and safety, poor quality products, packed products. Thirdly, illegal activities of exploitation, transportation, trading of forest products and wild animals must be effectively prevented. Moreover, the functional authorities go on propagandizing about dirty kinds of food to local residents. This activity shall help people find out as well as denounce violations to the authorities which take timely and effective measures of prevention and strict handling, etc.

Mr. Nguyen Hai Ninh - Alternate Member of the Party Central Committee, Vice Chairman of the PPC, Head of the 389 Provincial Steering Committee makes a conclusion at the Conference.

Speaking at the Conference, Mr. Nguyen Hai Ninh proposed the relevant authorities to continue well implementing tasks of Ministries, central sectors, the 389 National and Provincial Steering Committee on combating smuggling, commercial frauds and counterfeiting.  It is stressed to strengthen the food hygiene and safety, promote inspection and controlling, effectively prevent as well as strictly handle the multi - level marketing in the province.  He also emphasized on propaganda activities in order to raise local residents’ awareness of combating smuggling, commercial frauds and fake goods. Mr. Nguyen Hai Ninh said that the relevant authorities should actively coordinate and provide information related to handling violations, taking measures of preventing and fighting against smuggling, commercial frauds and counterfeiting goods to timely publish and propagandize on mass media.
