On the morning of April 17th, in Hanoi, the Ministry of Home Affairs - the standing agency of the Government's Administrative Reform Steering Committee (ARSC) - chaired and coordinated with relevant agencies to organize a conference announcing the 2023 Satisfaction Index of Public Administration Services (SIPAS) and the 2023 Public Administration Reform (PAR INDEX) of ministries, ministerial-level agencies, and People's Committees of centrally-run provinces and cities.

2023 Satisfaction Index of Public Administration Services (SIPAS) – Ministry of Internal Affairs
Accordingly, Dak Lak Province's PAR INDEX in 2023 reached 87.33 points (an increase of 2.86 points), ranking 28th out of 63 centrally-run provinces and cities, improving by 10 places compared to 2022; standing 1st out of 5 compared to other Central Highlands provinces (Kon Tum: ranked 43rd; Lam Dong: 46th; Dak Nong: 51st; Gia Lai: 58th). Specifically, the scores for the province's evaluation criteria were as follows: The score assessed by the Ministry of Home Affairs reached 57.92 out of 61.5 points. The score for the impact of administrative reform on the province's socio-economic development reached 2.97 out of 6.5 points. The score for the province's leadership and management assessment of administrative reform reached 18.29 out of 22 points. The Satisfaction Index of Public Administration Services (SIPAS) reached 8.15 out of 10 points.

The PAR INDEX is an effective management tool issued and implemented by the Ministry of Home Affairs for the past 12 years, aiming to help the Government monitor, evaluate, and rank the results of annual administrative reform of ministries, agencies, and People's Committees of provinces and cities. It helps ministries, agencies, and localities analyze, compare, and clearly identify achievements, existing issues, and limitations in each content and task to develop solutions for improvement and enhance quality and efficiency annually.
At the ministerial level, the Ministry of Justice leads with 89.95 points, followed by the State Bank of Vietnam (89.89 points), and the Ministry of Finance (89.18 points). At the bottom of the table are the Ministries of Industry and Trade (78.03 points), Foreign Affairs (78.48 points), and Health (79.80 points).
At the provincial level, Quang Ninh ranks first with 92.18 points, followed by Hai Phong City with 91.87 points, and Hanoi with 91.43 points. The provinces at the bottom of the table are An Giang (81.32 points), Soc Trang (81.70 points), and Binh Thuan (81.87 points). Regarding the SIPAS Index, 2023 marks the second year of measuring public satisfaction with the service of state administrative agencies in terms of building, organizing, and implementing public policy and providing public administrative services. Specifically, 9 main public policy groups were assessed, including: Economic development policies; healthcare policies; basic education policies; domestic water policies; electricity policies; social order and safety policies; road traffic policies; social security policies; and state administrative reform policies. According to the assessment of the Ministry of Home Affairs - the Government's Standing ARSC, the overall satisfaction of citizens with the service of state administrative agencies nationwide in 2023 reached 82.66%, an increase of 2.60 points compared to 2022. The level of satisfaction of citizens with the service of state administrative agencies in 63 provinces and cities ranged from 75.03% to 90.61%.
