Drought fight and gaining at least 30% of tax collection in 1st quarter of 2016 – requested by Dak Lak PPC (03/03/2016, 09:17)

On Feb 29th 2016, the Provincial People’s Committee held a preliminary conference chaired by Standing Vice Chairman Y Dham Enuol to sum up the Feb’s and implement the March’s tasks of socio-economic development and defense-security maintenance.

As reported at the conference, the whole province’s harvested area was 1,306 of 46,039 hectares accounted for 2.84% of the plan for 2015-2016 winter-spring crop. Agro-forestry production keeps a steady growth. Total local budget balance revenues reached VND 577.3 billion, equivalent to 15.73% of the budget plan assigned by the Central and 13.75% of the budget plan assigned by  the Provincial People’s Council. Total provincial expenditures were estimated at VND1970.2 billion, made up 18.96% of the plan assigned by the Central and 17.65% of the plan assigned by the Provincial People’s Council. Total export value decreased by 25% compared with the previous month, or standing at USD 30 million, and the first two months’ accumulation was estimated at USD 70 million, accounted for 10.29% of the annual plan. Total import value reached USD 0.2 million, decreased by 50% compared with the previous month; and the first two months’ accumulation was estimated at USD 0.6 million, equivalent to 6% of the plan ...

There has been significant progress in the fields of social-culture, education and health care. Families under preferential treatment policy, persons with meritorious services to the revolution were in good care and assistance. Political security and social order and safety were guaranteed…

However, besides those achievements, business activities in the province have still faced with many difficulties; drought on large scale in the winter-spring crop has caused damage to agricultural production and influence on people’s lives; violating Law on Forest Protection and Development situation was still complicated; export turnover decreased; the National target of building new rural areas program failed to meet the plan; traffic accidents increased.

Overview of the conference

 In the oriental speech at the conference, Standing Vice Chairman of PPC -Y Dham Enuol expected  all departments, sectors and localities  make greater effort to conduct the tasks of socio-economic development and defense-security ensuring in March in order to meet all targets in the first quarter of 2016; timely implementing the jobs related to the elections of deputies to the XIVth National Assembly and deputies to People’s Council at all levels for the 2016-2021 tenure; closely coordinating with relevant parties to review, instruct and create favorable conditions for investors to complete their documentations to start the projects in the province, especially such as the complex of 5-star hotels (Buon Ma Thuot City), Centralized dairy farming and milk processing on an industrial scale in Ea Sup district… Mr Y Dham Enuol also requested the Department of Agriculture and Rural Development to instruct all localities in the harvest of 2015-2016 winter-spring crop, regularly checking and taking effective measures to manage water sources for drought fight to minimize the damages; to coordinate with functional departments to organize inspection teams to crack down hot spots of deforestation, forest land encroachment and trade, illegal timber harvest and transportation. In financial sector, all departments, sectors must cooperate with localities to find effective solutions for tax collection, striving for achiving at least 30 per cent of the budget assigned by the Provincial People’s Council at the end of the first quarter of 2016; to direct functional forces to ensure fire safety, traffic safety and social security and order in the province.
