On the afternoon of July 13, continuing the agenda of the Eighth Session of the Xth People's Council of Dak Lak Province, under the chairmanship of Provincial People's Council Chairwoman Huynh Thi Chien Hoa and Vice Chairman Tran Phu Hung, delegates conducted focused discussions in the hall on many important issues.

During the session, leaders of the Provincial People's Committee and various departments directly addressed issues of concern to the delegates, focusing on topics such as: finance, budget, measures to increase state budget revenue; public investment, investment policy adjustments; agriculture and rural development; forest management and protection; land, planning, and land use planning; resolving difficulties for businesses and promoting investment attraction in the area...
Regarding finance and budget issues, Director of the Department of Finance Bui Van Yen stated that the financial revenue results of the province in the first six months of 2024 were slow and it is expected that 2024 will continue to experience revenue shortfalls. The reason is that the real estate market remains "quiet," resulting in low land use fee revenue; legal procedures related to land of projects face difficulties due to various legal regulations...

To address this situation, Director Bui Van Yen proposed several solutions that need to be focused on, such as: departments and sectors focusing on reviewing and resolving difficulties related to projects expected to generate revenue in 2024; accelerating compensation, site clearance, and infrastructure investment to continue organizing land auctions; districts, towns, and cities focusing on implementing measures to collect land use fees; effectively implementing measures to increase budget revenue, while also strengthening expenditure savings...
Regarding forest management, protection, and development, Director of the Department of Agriculture and Rural Development Nguyen Hoai Duong stated that to increase forest coverage, Dak Lak Province has proposed many mechanisms and solutions to the Central Government, and recently the Government issued Decree 58/2024/ND-CP on May 24, 2024, regulating some policies on investment in forestry, creating favorable conditions for the locality in forest protection and development.

Nguyen Hoai Duong mentioned that in the future, the province will continue to focus on clearing and handling areas of illegal cultivation and encroachment on forestry land to attract reforestation investment projects to increase forest coverage; focus on supplemental reforestation on vacant land interspersed within forestry companies' land and currently forested land; effectively protect 40,000 hectares of forestry land with regenerating trees...
Regarding education, Deputy Director of the Department of Education and Training Do Tuong Hiep stated that recently, 12 high schools in the province conducted entrance exams for grade 10 for the 2024-2025 school year, while other schools conducted admissions based on academic records. Non-public schools developed their own admission plans.

As of now, 21,218 students have been admitted to grade 10 public schools (4,663 through exams, 16,555 through academic records). 2,043 students have been admitted to high schools, comprehensive schools not under the Department of Education and Training, and non-public schools. 3,683 students have enrolled in vocational training and continuing education centers. Additionally, 3,075 students are attending colleges and vocational secondary schools in the province (with 5 schools yet to report). The Provincial People's Committee has organized a meeting and agreed to increase the student quota per class (44 students/class) for grade 10 in the 2024-2025 school year. Thus, the province still has over 900 students (after graduating from junior high school) who will be arranged and encouraged to attend vocational schools.
Deputy Director Do Tuong Hiep emphasized that besides increasing the quota and number of students per class, the Education and Training sector also requested the Provincial People's Committee to direct district, town, and city authorities to proactively use allocated budgets to pay additional teaching salaries and enhance the facilities and teaching equipment for educational institutions; effectively implement communication on post-junior high school student streaming; improve forecasting and recruiting, appointing, and training to enhance the quality of the teaching staff; invest in facilities and teaching equipment. In his discussion at the session, Standing Vice Chairman of the Provincial People's Committee Nguyen Tuan Ha stated that to ensure the achievement of the 2024 targets, the Provincial People's Committee has directed departments, sectors, and localities to take decisive actions to effectively implement the set targets and tasks. This includes reviewing the industrial and service sectors to promptly propose effective solutions; continuing to review non-budget investment projects after the Land Law takes effect to promptly resolve difficulties; accelerating public investment disbursement and financial revenue collection to contribute to economic growth and create investment resources in the area...
In concluding the session, Chairwoman of the Provincial People's Council Huynh Thi Chien Hoa urged the Provincial People's Committee and departments to seriously absorb the issues of concern to delegates and the public, thereby continuing to direct and administer effectively to achieve socio-economic development and ensure national defense and security in the future.
