On June 21, in Buon Ma Thuot City, Mr. Pham Van Can, Chief Prosecutor of the High People's Procuracy in Da Nang, along with a working delegation, had a meeting with the People's Committee of Dak Lak Province to discuss state management of land and the situation of administrative complaints in the province.

The delegation was received by Mr. Pham Ngoc Nghi, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; Mr. Vo Van Canh, Vice Chairman of the Provincial People's Committee; and representatives of relevant provincial departments and agencies.
Reports at the meeting indicated that since the Administrative Litigation Law of 2015 came into effect, the People's Committee of Dak Lak Province has directed departments, agencies, and district, town, and city authorities to disseminate the contents of the Administrative Litigation Law of 2015 to all officers and citizens through various appropriate forms. As a result, adherence to the law in the execution of administrative judgments has become regular, serious, effective, and in accordance with legal regulations.

The review indicated that the subjects of lawsuits in administrative cases are mainly administrative decisions and acts in the field of land management. Consequently, administrative cases often involve multiple agencies, organizations, and individuals with authority and responsibility in state management, related to legal documents, especially land laws over different periods, causing many difficulties in resolving administrative cases and executing administrative judgments.

Speaking at the meeting, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, Mr. Pham Ngoc Nghi, noted that recently, the number of administrative cases in Dak Lak Province has mainly been in the field of land, accounting for over 80% of the cases. Areas with many investment projects related to land acquisition, compensation, support, site clearance, and resettlement have seen an increase in land-related administrative cases. Currently, according to statistics, there are 35 administrative land cases in the province that have been accepted and resolved by the High People's Court in Da Nang, but the localities are facing difficulties in organizing their execution.
At the meeting, the Provincial People's Committee and relevant departments exchanged, proposed, and requested the working delegation to address the difficulties and obstacles in the field of administrative litigation as well as the execution of legally effective administrative judgments handed down by various levels of courts in recent times.

Speaking at the meeting, Chief Prosecutor of the High People's Procuracy in Da Nang, Mr. Pham Van Can, suggested that in the future, the Provincial People's Committee should develop a plan to train a team of experts specializing in litigation in administrative cases related to land; establish a coordination mechanism in legal consultation, information exchange, and documentation provision on the compliance with administrative litigation law and related recommendations.
Additionally, to facilitate the work, Mr. Pham Van Can proposed that the Provincial People's Committee should request the High People's Court in Da Nang to allow the implementation of a remote point in Dak Lak for online trials of the province's administrative cases. This would facilitate the province's participation in litigation and enhance the effectiveness of IT application, digital transformation, and judicial reform.

In addition, the High People's Procuracy in Da Nang will also consider organizing a conference to discuss land-related administrative cases in Dak Lak through the cassation decisions of the Supreme People's Court’s Judicial Council, drawing experience to improve the quality and effectiveness of the implementation of administrative litigation law.
