Implementing Directions and Tasks for Administrative Reform in the Second Half of 2024 (12/07/2024, 14:13)

On the afternoon of July 8, the People's Committee of Dak Lak province held a conference to review the administrative reform work of the first six months and to implement directions and tasks for the second half of 2024. The conference was chaired by Mr. Nguyen Tuan Ha, Permanent Vice Chairman of the Provincial People's Committee and Deputy Head of the Provincial Administrative Reform Steering Committee.

The report at the conference indicated that Dak Lak province has proactively issued implementation plans and directed specialized provincial agencies and district-level People's Committees to promote administrative reform in all fields. To date, 19/19 departments, agencies, and 15/15 district-level People's Committees have issued and implemented administrative reform plans at their respective agencies, units, and localities.

Regarding institutional reform, in the first six months of 2024, the Provincial People's Committee submitted 18 Resolutions and 31 Decisions to the Provincial People's Council for approval, all in accordance with legal regulations, ensuring constitutionality, legality, and feasibility. All issued documents were promptly and fully updated on the Provincial Legal Document Database as required. District-level governments issued 15 legal documents. Currently, 19 administrative procedure fields under the jurisdiction of 19 departments and agencies are being received and processed at the Provincial Public Administration Service Center; 20/20 departments and agencies under the Provincial People's Committee have implemented the one-stop-shop and interconnected one-stop-shop mechanisms.

The Provincial People's Committee issued 47 Decisions announcing the list of administrative procedures and received 75 citizen feedbacks on administrative procedure regulations. To date, 64 feedbacks have been addressed by relevant agencies, and 11 are being processed according to regulations. The Provincial Administrative Reform Steering Committee also responded to 35/35 recommendations and resolved the difficulties and obstacles faced by agencies, units, and localities in implementing administrative reform.

In building and developing e-Government, the provincial Public Service Portal has connected with the national centralized payment platform and implemented online payment for the full-process online public services with fees. From December 15, 2023, to June 14, 2024, there were 6,189 online payment transactions, totaling over 25 billion VND, with successful transactions amounting to over 15 billion VND. The provincial administrative procedure information system provides 1,689 administrative procedures, including 676 full-process online public services and 751 partial-process online public services.

Despite the achieved results, there are still some existing shortcomings and limitations in the implementation of administrative reform, such as delays in processing documents at all three levels of government; the quality of online public services has improved but remains inefficient; online payment services have not attracted many users; the public satisfaction index with government services increased by 1.02%, but dropped 12 ranks compared to 2022.

The conference also announced the 2023 Administrative Reform Index for provincial agencies, units, and localities. Among departments and agencies, the Department of Agriculture and Rural Development ranked first with 93.38%, followed by the Department of Science and Technology with 91.89%, and the Department of Foreign Affairs ranked third with 91.41%. The Department of Education and Training ranked last with 84.86%.

Among district-level People's Committees, Buon Ma Thuot City led with 94.36%, followed by Krong Nang District with 93.21%, and Krong Pak District with 92.14%. Krong Buk District had the lowest administrative reform index with 80.02%.

In his speech at the conference, Nguyen Tuan Ha emphasized that in the coming time, various levels, sectors, and localities need to proactively and positively innovate leadership methods, direct and manage the implementation of administrative reform tasks; ensure the good completion of administrative reform targets and tasks; pay attention to allocating sufficient resources to implement administrative reform tasks; strengthen the review and advisement on effectively and substantively simplifying administrative procedures; continue to review, reorganize, and streamline the administrative apparatus and affiliated public service units, meeting all criteria as prescribed by the Government; regularly review and tighten administrative discipline and order in task performance.

Departments, agencies, and localities should prioritize resources and focus on effectively implementing tasks related to building and developing e-Government and digital government; enhance the application of information technology to fundamentally innovate the working methods of state agencies, ensuring to improve the productivity and efficiency of agencies and units; accelerate the construction and effective implementation of foundational databases to serve the development of e-Government and digital government; disseminate to people and organizations about the purpose, significance, and content of the PAR INDEX and SIPAS indices, and the results of these indices to ensure public knowledge and cooperation in implementation.

On this occasion, the conference awarded Certificates of Merit from the Chairman of the Provincial People's Committee to 6 collectives and 6 individuals with outstanding achievements in improving the Provincial Governance and Public Administration Performance Index in 2023; 6 individuals with outstanding achievements in administrative reform in 2023; and 4 collectives and 15 individuals with outstanding achievements in improving the Provincial Administrative Reform Index in 2023.
