Implementing Resolution 41-NQ/TW early, building a strong team of entrepreneurs (16/05/2024, 11:23)

On May 10, in Hanoi, the Central Party’s Communications Department collaborated with the Central Economic Commission and the Vietnam Chamber of Commerce and Industry (VCCI) to organize a Conference to thoroughly grasp and implement Resolution 41-NQ/TW dated October 10, 2023, of the Politburo on building and promoting the role of Vietnamese entrepreneurs in the new period.

The conference was attended by: Mr. Nguyen Trong Nghia, Central Party Committee Secretary, Head of the Central Party’s Communications Department; Le Minh Khai, Central Party Committee Secretary, Deputy Prime Minister; Nguyen Duc Hien, Deputy Head of the Central Economic Commission; Pham Tan Cong, Party Committee Secretary, Chairman of the Vietnam Chamber of Commerce and Industry; representatives of leadership from central ministries, departments, and agencies.

The conference aims to enhance awareness, responsibility, political determination, self-consciousness, and exemplary role of party committees, party organizations, agencies, organizations, officials, party members, and the team of entrepreneurs to effectively implement Resolution 41 of the Politburo in line with the functions, tasks, and practical situation at localities and agencies.

At the conference, delegates listened to reports from Mr. Nguyen Duc Hien, Deputy Head of the Central Economic Commission, on the main content of the Resolution; Mr. Tran Duy Dong, Deputy Minister of Planning and Investment, on the Government's Action Program to implement the Resolution; Mr. Pham Tan Cong, Party Committee Secretary, Chairman of the Vietnam Chamber of Commerce and Industry, on the Action Program of the VCCI Party Committee to implement the Resolution.

Mr. Nguyen Trong Nghia proposed that all levels, sectors, and localities thoroughly comprehend and strictly implement the main tasks and solutions set out in the Resolution.

Mr. Nguyen Duc Hien, Deputy Head of the Central Economic Committee, stated that in October 2023, on behalf of the Politburo, General Secretary Nguyen Phu Trong signed and issued Resolution 41 of the Politburo on building and promoting the role of the Vietnamese business community in the new period. Accordingly, the Politburo set the overall goal of developing a strong and capable business community in terms of quantity, quality, reasonable structure, vision, intelligence, ethics, business spirit, legitimate enrichment, dynamism, creativity, advanced management capacity, law compliance, ethics, and national cultural identity in business. They must bear social responsibilities, environmental protection awareness, and contribute significantly to the country's development goals.

Regarding specific targets, by 2030, the Politburo emphasized developing a Vietnamese business community with scale, capacity, and qualifications to meet the goals of industrialization and modernization of the country; striving to have an increasing number of enterprises reaching regional standards, some reaching global standards, and some large enterprises leading key industries and sectors.

Looking ahead to 2045, the resolution outlined the development of a Vietnamese business community with the scale, capacity, and qualifications to meet the national development goals, high incomes, regional and international prestige. A portion of these enterprises would have global brands, leading some global supply chains and global value chains. The resolution also laid out 7 groups of main solutions and tasks for implementation.

In his directive at the conference, Mr. Nguyen Trong Nghia, Head of the Central Party’s Communications Department, affirmed that the Party and the State always pay attention to building and developing the business community, emphasizing the significant contributions of the Vietnamese business community to the nation's construction, protection, and development. According to Mr. Nghia, in the coming time, domestic and regional issues pose new challenges, requiring entrepreneurs to develop rapidly, sustainably, and innovate constantly to seize opportunities and overcome challenges. They must strengthen and enhance the role of the Vietnamese business community in contributing significantly to the nation's building and defense in the new situation.

Following this conference, at all levels, sectors, and localities, it is necessary to continue organizing conferences to thoroughly grasp the core content of the resolution, to innovate thinking, unify perception, build and promote the role of the Vietnamese business community in the new period according to the spirit of the Politburo's resolution. Emphasis should be placed on propaganda and mobilization so that all officials and people actively participate in implementing the resolution, especially in helping Vietnamese entrepreneurs deeply understand their role and mission, especially in the rapid and sustainable socio-economic development, the development of an independent and self-reliant national economy integrated with international integration, and linked to ensuring national defense and security; building ethical entrepreneurs who study and follow the ideology, ethics, and style of President Ho Chi Minh; enhancing the social responsibility of the Vietnamese business community; promoting patriotism movements among entrepreneurs and aiming for successful achievement of the set goals.

Based on the assessments and evaluations of the Politburo regarding the remaining aspects and limitations of the Vietnamese business community in recent years, Mr. Nguyen Trong Nghia requested that ministries, branches, and localities identify the causes and responsibilities to overcome limitations, ensure resolute and synchronized implementation of the resolution; especially continuing to improve the market economy mechanism, socialist orientation; perfecting and synchronizing the system of policies and laws; constructing breakthrough policies to encourage and provide strong motivation, unleash resources to help enterprises grow stronger...; closely following the resolutions, directives, and regulations of the Party on enterprises and entrepreneurs to soon institutionalize towards a consistent direction of institutions, policies, aiming for the satisfaction of the people and enterprises.

According to the Ministry of Planning and Investment, the goal from now until 2030 is to have at least 2 million enterprises, among which many business leaders of strong economic conglomerates with competitiveness in both domestic and international markets will be formed and developed, playing a leading role in key sectors of the economy.

By 2030, at least 10 Vietnamese entrepreneurs are expected to enter the list of world billionaires, and 5 of the most influential entrepreneurs in Asia voted by prestigious international organizations. By 2045, efforts will be made for some entrepreneurs to lead conglomerates capable of leading industrial and agricultural value chains, towards forming value chains of Vietnam in priority sectors, leveraging the strengths of the country.

The action program has identified the main contents, tasks, and solutions for the Government, Central Agencies, and localities to focus on organizing implementation to successfully achieve the goals set out in Resolution 41 of the Politburo. Accordingly, it will be implemented with the spirit of accompanying entrepreneurs, with entrepreneurs as the subject served to create a favorable environment for entrepreneurs to invest, contribute to the socio-economic development of the country.
