Memorandum of Understanding on Friendly Cooperation between Dak Lak Province, Vietnam, and Mondulkiri Province, Cambodia, Phase 2024 - 2025 (17/07/2024, 09:29)

On July 5th, in Senmonorom City, Mondulkiri Province, Kingdom of Cambodia, the Provincial Government of Mondulkiri (Cambodia) and the People's Committee of Dak Lak Province (Vietnam) organized a conference to discuss and sign a Memorandum of Understanding on friendly relations and cooperation between Dak Lak and Mondulkiri provinces for the period 2024-2025.

Participants from Dak Lak Province included Mr. Pham Ngoc Nghi - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Mr. Nguyen Thien Van - Vice Chairman of the Provincial People's Committee; representatives from departments, sectors, and leaders of Ea Sup and Buon Don districts.

Participants from Mondulkiri Province included Mr. Thang Savun - Party Central Committee Member, Chairman of the Mondulkiri Provincial People's Party, Governor of Mondulkiri Province; Mr. Men Ngoy - Party Central Committee Member, Chairman of the Mondulkiri Provincial Council; representatives from departments and sectors of Mondulkiri Province.

During the ceremony, both parties discussed and agreed to sign a Memorandum of Understanding on cooperation for the 2024-2025 period in various sectors and content areas including: economy, healthcare, agriculture, education and training, culture-tourism, border and checkpoints, search and repatriation of remains of fallen soldiers; friendly cooperation and people-to-people exchanges; disaster prevention, rescue, and relief efforts.

Regarding the method of cooperation, the cooperative relations between the two parties will be facilitated by the international cooperation agency, leading discussions and specific implementations. Both parties will alternate hosting interim review meetings annually in December to assess cooperation results and set directions for the following year. Programs and activities between both parties will be implemented based on agreements within this Memorandum of Understanding.

Speaking at the ceremony, Mr. Thang Savun - Party Central Committee Member, Chairman of the Mondulkiri Provincial People's Party, Governor of Mondulkiri Province affirmed that since the signing of the agreement between the two provinces, traditional friendly cooperation relations have been increasingly strengthened, contributing to promoting socio-economic development cooperation and maintaining social order and security, preventing illegal cross-border activities.

At this conference, the two provinces will discuss and objectively evaluate the results of their collaborative efforts to date, while agreeing on the focal tasks to sign the agreement on socio-economic development cooperation for the 2024-2025 period. They will jointly implement new cooperation contents across all sectors to achieve practical and effective outcomes, contributing to building a peaceful and friendly border line. Departments, sectors, and border district governments of Dak Lak Province are requested to continue supporting and cooperating effectively with Mondulkiri Province to implement the signed contents and develop all fields together.

The Cambodian government has directed the planning of Mondulkiri Province to become a key economic development center in Northeast Cambodia, which provides favorable conditions for Mondulkiri Province to leverage its existing potentials and strengths. Mr. Thang Savun hopes that in the future, the Dak Lak provincial government will support introducing and creating favorable conditions for businesses from both provinces to explore, survey investment environments, expand markets, and enhance trade connections between the two regions.

Appreciating and highly valuing the sincere, practical, and beneficial exchanges of Mr. Thang Savun, Mr. Pham Ngoc Nghi - Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Dak Lak Province affirmed that Dak Lak always prioritizes promoting and enhancing traditional friendly relations and comprehensive cooperation with Mondulkiri Province in all fields. With this principle in mind, relevant agencies and units will closely coordinate with Mondulkiri Province's agencies and forces to effectively implement the Memorandum of Understanding, focusing on promoting new cooperation contents, especially in economic, commercial, tourism, and investment sectors to elevate the relationship between the two provinces to new heights.

Building upon the achieved results and continuing the tradition of "good neighborliness, traditional friendship, comprehensive and sustainable cooperation," the two provinces exchanged and agreed on cooperation contents in shared fields of interest such as: economy, agriculture, healthcare, education...
