On January 13, in Hanoi, the Secretariat of the Central Committee of the Party organized a nationwide online conference to disseminate and implement Resolution No. 57-NQ/TW, dated December 22, 2024, of the Politburo regarding breakthroughs in the development of science, technology, innovation, and national digital transformation.

The conference at the Central location was attended by notable figures including: General Secretary To Lam; President Luong Cuong; Prime Minister Pham Minh Chinh; National Assembly Chairperson Tran Thanh Man; members of the Politburo, Secretariat, former members of the Politburo, Secretariat; leading scientists, intellectuals, top businesses in science and technology both domestically and internationally, distinguished instructors, and outstanding students representing science, technology, innovation, and digital transformation.

Attending the conference at the Dak Lak branch were: Huynh Thi Chien Hoa – Deputy Secretary of the Provincial Party Committee, Chairperson of the Provincial People's Council; Pham Ngoc Nghi - Deputy Secretary of the Provincial Party Committee, Chairperson of the Provincial People's Committee; other members of the Provincial Party Committee’s Standing Board and Executive Committee, along with representatives from relevant agencies and local leadership in the province.

The report presented at the conference indicated that, in implementing the directions and policies of the Party and the State, significant achievements have been made in the development of science and technology, innovation, and digital transformation, contributing importantly to socio-economic development, ensuring national defense and security, disaster prevention, environmental protection, responding to climate change, and sustainable development of the country.

However, the speed and breakthrough in the development of science, technology, innovation, and national digital transformation have been slow; the scale, potential, and level of science, technology, and innovation in the country still lag far behind those of developed countries. The research and application of science, technology, and innovation lack breakthroughs, and there is no mastery of strategic technologies and core technologies; there is a shortage of high-quality human resources; infrastructure remains unsynchronized, especially in terms of digital infrastructure, which still has many limitations; and there are numerous challenges related to information security, safety, and data protection.

During the conference, delegates were briefed on and implemented Resolution No. 57-NQ/TW of the Politburo regarding breakthroughs in the development of science and technology, innovation, and national digital transformation. Accordingly, Resolution 57-NQ/TW has defined that the development of science, technology, innovation, and digital transformation is a decisive factor for national development; it is the prerequisite condition and the best opportunity for our country to grow strong and prosperous in the new era – the era in which the nation advances.

The resolution sets out several groups of objectives from now until 2030 and a vision for 2045. By 2030, Vietnam aims to be among the top three leading countries in Southeast Asia and in the top 50 countries globally in terms of digital competitiveness and e-government development indices. The vision for 2045 includes a robust development of science, technology, innovation, and digital transformation, contributing to Vietnam's goal of becoming a developed country with high income. The digital economy of Vietnam is expected to reach a minimum of 50% of GDP and the nation aims to position itself as one of the centers for digital technology industries in the region and worldwide, ranking among the top 30 countries in innovation and digital transformation.

The resolution also outlines key tasks and solutions, such as enhancing awareness and making breakthroughs in thinking, establishing a strong political determination, and decisively leading and directing efforts to create new momentum and enthusiasm across society for the advancement of science, technology, innovation, and national digital transformation. It calls for increased investment and the completion of infrastructure for science, technology, innovation, and national digital transformation, as well as the development and preferential treatment of high-quality human resources to meet the demands of progress in these areas. Furthermore, it emphasizes the acceleration of digital transformation and the application of science, technology, and innovation in the operations of political system agencies.

During the conference, delegates were informed about the establishment and the functions, tasks, and powers of the Central Steering Committee for the development of science, technology, innovation, and digital transformation. This committee, which operates under the Political Bureau, consists of 19 members and is headed by General Secretary To Lam.

Additionally, attendees heard from Prime Minister Pham Minh Chinh on the content and spirit of the Government's action program to implement Resolution No. 57-NQ/TW, while National Assembly Chairman Tran Thanh Man provided insights into the policy and legal measures necessary for breakthroughs in the advancement of science, technology, innovation, and national digital transformation.

During a conference, General Secretary To Lam emphasized that science and technology serve as a key driving force in the socio-economic development of many countries worldwide. Therefore, to achieve the goal of becoming a modern industrial nation by 2030 and a developed country with high income by 2045, it is essential to view science, technology, innovation, and digital transformation as pivotal motivations.

 

In order to effectively and timely bring Resolution 57-NQ/TW into practice, all levels, sectors, and localities must identify the development of science and technology, innovation, and digital transformation as a strategic task of the entire Party, people, and military. General Secretary To Lam urged that by 2025, there should be a swift completion of the institutional framework, policies, and legal regulations, addressing all bottlenecks and barriers to the development of science, technology, innovation, and digital transformation. He stressed the need for urgent restructuring of the science and technology apparatus, as well as a concrete plan to build a high-quality human resource pool, especially attracting talented individuals in science and technology. Furthermore, it is important to implement breakthrough solutions to attract leading technology corporations and talented tech professionals, both local and international, to work in Vietnam. The promotion of recognition for talent and creativity, as well as igniting the spirit of patriotism and dedication among scientists, must be prioritized. Additionally, there should be an increased investment in technological infrastructure, with a focus on digital technology. Notably, preparations for energy infrastructure over the next 5 to 10 years should be made, emphasizing clean energy to ensure sufficient energy for development through specific actions, as well as optimizing and upgrading digital infrastructure.
