On July 8, the Central Internal Affairs Commission organized a nationwide online conference to review the activities of the provincial and city Anti-Corruption and Negative Phenomena (ACNP) Steering Committees in the first half of 2024. The conference was chaired by Comrade Phan Dinh Trac, Politburo member, Secretary of the Central Party Committee, Head of the Central Internal Affairs Commission, and Permanent Deputy Head of the Central ACNP Steering Committee.
Attending the conference at the Dak Lak Province venue were comrades Nguyen Dinh Trung, Central Party Committee member, Secretary of the Provincial Party Committee, and Head of the Provincial ACNP Steering Committee; Tran Trung Hien, Provincial Party Committee member, Head of the Provincial Internal Affairs Commission, and Permanent Deputy Head of the Provincial ACNP Steering Committee; and representatives of various relevant provincial departments, agencies, and units.

In the first half of 2024, the activities of the provincial and city ACNP Steering Committees showed significant progress, with operations becoming more organized, methodical, and effective. The Steering Committees emphasized the enhancement of inspection, supervision, and auditing, improving coordination among relevant authorities in detecting and handling corruption and negative phenomena. They both rigorously dealt with ongoing complex, long-standing cases; proactively detecting, prosecuting, investigating, and strictly handling new cases and incidents related to violations from previous years as well as new infractions.
The provincial ACNP Steering Committees reviewed and included 74 complex corruption cases and 33 incidents of social concern in their monitoring and directive scope; newly prosecuted 456 cases involving 1,265 individuals for corruption-related crimes; prosecuted 823 officials and party members for negative actions; directed the handling of 35 cases involving heads and deputy heads of organizations where corruption and negative phenomena occurred; prosecuted 73 cases with 64 individuals for corruption and negative actions outside the state sector. The provincial ACNP Steering Committees also conducted 123 inspections and supervisions, issued 128 conclusions and recommendations, received and processed 1,528 complaints, transferred 640 corruption and negative phenomena-related complaints to relevant agencies, and transferred 4,734 personnel to prevent corruption and negative actions.
The conference delegates also received guidance from the Central Internal Affairs Commission on Regulation No. 132-QD/TW, dated October 27, 2023, of the Politburo on power control and ACNP in investigation, prosecution, trial, and execution activities. Extensive discussions were held on experiences, methods, and solutions to enhance the effectiveness of the provincial Steering Committees in meeting the increasing demands of the ACNP task.
In his concluding remarks, Comrade Phan Dinh Trac acknowledged and appreciated the effective operations of the provincial and city ACNP Steering Committees. Moving forward, he requested these committees to continue to effectively implement the Party's guidelines and the State's policies and laws on ACNP, in conjunction with the Party's policies on building and rectifying the Party. This includes intensifying inspection, supervision, and auditing, focusing on areas prone to corruption and negative phenomena, especially those issues of public concern, and specialized topics directed by the Central ACNP Steering Committee and the Central Inspection Commission. He also emphasized the need to enhance the supervisory effectiveness of representative agencies, the Vietnam Fatherland Front, political and social organizations, the people, and the media in the ACNP efforts.
Moreover, efforts should be directed towards resolving difficulties and accelerating the inspection and definitive handling of serious and complex corruption and negative incidents of public concern, particularly those assigned by the Central ACNP Steering Committee and within the monitoring scope of the provincial committees. This includes cases involving leaders and managers at various levels to serve the personnel work for the upcoming Party Congresses at all levels. He called for renewing content and methods, continuing to promote the role, responsibility, and enhancing the operational effectiveness of the Steering Committees, Standing Steering Committees, and the permanent agencies of the provincial and city ACNP Steering Committees.
