Online Conference Summarizing the Implementation of the Forensic Examination Law and the Renewal Project to Enhance the Effectiveness of Forensic Examination (28/05/2024, 09:11)

On May 17th, the Ministry of Justice, in coordination with other ministries, sectors, and localities, organized an online conference to summarize the implementation of the Forensic Examination Law and the continued renewal and enhancement of the effectiveness of forensic examination. The conference was conducted online at 63 locations nationwide.

According to the report at the conference, over the past 12 years of implementing the Forensic Examination Law, ministries and sectors have relatively fully and coherently issued guiding documents, continuously improving the system of regulations on forensic examination; the system of forensic examination organizations and personnel has been consolidated and developed. In implementing the Forensic Examination Law, ministries, sectors, and localities have increased the appointment of forensic examiners. Currently, there are 7,135 forensic examiners nationwide, of which 4,081 were appointed by provincial People's Committees and 3,054 were appointed by Ministers, Heads of equivalent agencies.

State forensic examination activities and management have gradually been renewed and improved in effectiveness. Therefore, forensic examination work has undergone positive changes, becoming more systematic, efficient, especially in fields with organized forensic examination and specialized forensic examiners such as forensic medicine, forensic psychiatry, forensic techniques, etc. From 2018 to June 30, 2023, the forensic examination system and personnel in various fields have handled 1,039,615 cases.

In essence, forensic examination activities have increasingly served litigation activities better, significantly contributing to the accurate, objective, and legal resolution of cases. However, in response to the demand for improving the quality of forensic examination activities in general, especially in serving the fight against corruption, economic crimes, forensic examination work needs to be evaluated, researched for amending, supplementing legal provisions to be more appropriate, focusing on some contents: Strengthening, developing, improving the quality of the forensic examination personnel and organization system. Renewing, improving the quality, and effectiveness of forensic examination activities. Strengthening the effectiveness of state management; enhancing the responsibility of competent authorities for litigation regarding forensic examination work.

At the conference, representatives from ministries, sectors, agencies, central and local litigation organizations, forensic examination organizations, and forensic examination personnel nationwide focused on discussing evaluating achievements, as well as shortcomings, difficulties, and obstacles in forensic examination work.

In the closing speech of the conference, Comrade Mai Luong Khoi - Deputy Minister of Justice highly appreciated the presentations, contributions of the delegates at the conference. Thereby, correctly assessing the current situation, existing problems, difficulties, and proposing solutions to overcome them. The results of the conference will be synthesized by the Ministry of Justice, studied, and improved in the Report summarizing the implementation of the Forensic Examination Law and the continued renewal and enhancement of the effectiveness of forensic examination activities as a basis for proposals, recommendations to the National Assembly for amending the Forensic Examination Law and continuing to implement unfinished tasks of the Project to meet the requirements of the general fight against crime, corruption, economic crimes, as well as the requirements for administrative reform, judicial reform in the coming time.
