Opening of the Ninth Session of the Provincial People's Council, Term X, 2021-2026. (10/12/2024, 11:16)

On the morning of December 5, the Provincial People's Council of Dak Lak Province, term X, for the 2021-2026 tenure, commenced its Ninth Session.

Attending the opening of the session were Central Party Committee member, Secretary of the Provincial Party Committee Nguyen Dinh Trung; Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Pham Ngoc Nghi; Permanent Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council Huynh Thi Chien Hoa; Comrade Le Thi Thanh Xuan, Provincial Party Committee member, Head of the Provincial National Assembly Delegation, Director of the Department of Education and Training; representatives of the provincial National Assembly; Chairman of the Vietnam Fatherland Front Committee of Dak Lak Province Y Giang Gry Niê Knơng; members of the Permanent Provincial Party Committee; Standing members of the Provincial People's Council, Provincial People's Committee, and Vietnam Fatherland Front Committee; former Secretaries of the Provincial Party Committee and Chairpersons of the Provincial People's Council; National Assembly delegates running in the area; representatives from departments, branches, localities in the province, and members of the Provincial People's Council, term X, for the 2021-2026 tenure.

Chairwoman of the Provincial People's Council Huynh Thi Chien Hoa delivered an opening speech for the session.

The session is scheduled to take place over two days, with the following sessions: opening session, approval of reports, and presentation of draft resolutions; Group Discussion Session; Plenary Session for discussion, exchange, clarification, and approval of draft resolutions, and conclusion of the session.

In her opening remarks for the session, Comrade Huynh Thi Chien Hoa, Deputy Secretary of the Provincial Party Committee and Chairwoman of the Provincial People's Council, stated that this session would consider and decide on various contents, including the implementation of policies set forth by the Provincial Party Committee. Based on legal provisions, the Provincial People's Council would proceed to dismiss one Vice Chairman of the Provincial People's Committee and introduce a candidate for the position of Vice Chairman of the Provincial People's Council.

Comrade Nguyen Dinh Trung, member of the Central Party Committee and Secretary of the Provincial Party Committee, provided directives during the session.

The Provincial People's Council will review reports on the implementation of the 2024 tasks and the objectives and tasks for 2025 from the Standing Provincial People's Council, various Committees of the Provincial People's Council, the People's Court, the People's Procuracy, and the Civil Judgment Execution Department of the province; reports from the Provincial People's Committee on the results of socio-economic development planning, ensuring national defense and security; regarding the state budget execution; local budget settlement; crime prevention and legal violations; anti-corruption efforts; and economical practices against wastefulness. The session will also hear reports from the Provincial Vietnam Fatherland Front Committee on its contribution to government building.

Comrade Nguyen Tuan Ha, Permanent Vice Chairman of the Provincial People's Committee, presented a report on the status of the socio-economic development plan for 2024 and objectives for 2025.

The session will discuss, review, and decide on important matters that lay the legal foundation and impetus for development, including: (1) socio-economic development plan, ensuring national defense and security for 2025, and matters related to socio-economic fields; (2) public investment plan for 2025 and issues related to public investment and national target programs; (3) matters relating to finance, budget; policies, social welfare; (4) matters pertaining to the implementation of the Land Law for 2024; (5) issues related to organizing sessions of the Provincial People's Council and establishing specialized monitoring delegations of the Provincial People's Council for 2025.

Comrade Vo Dai Hue, Head of the Economic-Budget Committee of the Provincial People's Council, presented a verification report on the implementation of the socio-economic development plan for 2024, and the development objectives for 2025.

In addition, the session will exercise its supervisory function, reviewing reports on the results of specialized monitoring by the Standing Provincial People's Council and various Committees of the Provincial People's Council organized in 2024.

With a considerable workload involving numerous challenging and significant issues, Chairwoman of the Provincial People's Council Huynh Thi Chien Hoa requested that the members of the Provincial People's Council base their discussions on legal stipulations, the outcomes of the 27th Provincial Party Committee session held recently, and practical situations; uphold their sense of responsibility, utilize their intelligence, focus on studying, discussing, reviewing, and deciding on matters within their authority, and contribute to the success of the session in meeting the expectations and wishes of the voters and the diverse communities in the province.

The session will progress with discussions, reviews, and decisions on crucial matters that establish the legal framework and driving force for socio-economic development in 2025.

In his directive speech at the session, Comrade Nguyen Dinh Trung, member of the Central Party Committee and Secretary of the Provincial Party Committee, emphasized that the Ninth Session is a significant regular session to evaluate the implementation of the socio-economic development plan for 2024; determine objectives, directions, and tasks for the socio-economic development plan for 2025; and decide on other important issues for the province.

In order to effectively implement political tasks for the year 2025 and create an important foundation for the term 2026-2031, Secretary of the Provincial Party Committee Nguyen Dinh Trung urged the Provincial People's Council to practice substantive democracy, promote collective intelligence, and emphasize the responsibility of each representative before the constituents. This includes thorough discussions to clarify, deepen, and comprehensively address the situation, results achieved, and shortcomings in the implementation of the Provincial People's Council's resolutions throughout 2024. Consequently, it is essential to adopt resolutions that align with the actual circumstances, possess high feasibility, and, when enacted, ensure they are practical, effective, transparent, and robust in preventing corruption, with a solid legal and political foundation; ensuring the resolution of pressing social issues, thereby delivering tangible benefits to the people and voters within the province.

The Standing Committee of the Provincial People's Council, the Council's Committees, and the representatives of the Provincial People's Council must enhance the oversight of the implementation of the Council's resolutions, legal regulations, and the resolution of pressing, prominent issues that the public, constituents, and citizens are concerned about.

It is necessary to strengthen the organization of specialized sessions to promptly address significant and urgent issues of the province; continue enhancing the quality of the Provincial People's Council's operations, accelerating the promulgation and institutionalization of mechanisms and policies within the province's authority to stimulate and liberate resources, creating new momentum to support socioeconomic development and improve the quality of life of the people in all aspects.

The Provincial People's Committee must timely develop and present to the Provincial People's Council policies that specify newly issued laws, in accordance with the province's conditions, to enhance the effectiveness of management, exploitation, mobilization, allocation, and utilization of investment resources appropriately to promote rapid and sustainable socioeconomic development; with a focus on prioritizing investment resources for the development of Buon Ma Thuot city according to Conclusion No. 67-KL/TW of the Politburo and Resolution No. 72/2022/QH15 of the National Assembly; as well as projects under the three national target programs...
