Opening session of the 25th Provincial Party Executive Committee Conference (expanded) (04/07/2024, 10:22)

On July 1, the Provincial Party Standing Committee held the 25th expanded Provincial Party Executive Committee Conference to discuss and gather opinions on many important issues.

Attending the conference were Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Pham Ngoc Nghi; Chairwoman of the Provincial People's Council Huynh Thi Chien Hoa; Chairman of the Vietnam Fatherland Front Provincial Committee Y Giang Gry Nie Knong; members of the Provincial Party Standing Committee, Provincial Party Executive Committee, and leaders from relevant departments and agencies of the province.

In his opening remarks, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Pham Ngoc Nghi emphasized that 2024 holds special significance, providing momentum for successfully fulfilling the tasks of the entire term as per the Resolution of the 17th Provincial Party Congress, term 2020-2025.

To ensure the successful completion of the goals and tasks for 2024, Comrade Pham Ngoc Nghi requested delegates to elevate their sense of responsibility, promote democracy, engage in candid, objective discussions, and provide opinions on the drafts of documents and reports. Additionally, discussions should focus on proposing effective tasks and solutions that are suitable for the practical situation of the locality.

During the conference, delegates spent considerable time reviewing and providing feedback on the draft reports on the situation and results of implementing economic-social development tasks, ensuring national defense and security, building the Party, and the political system in the first six months of 2024, as well as the focal tasks for the latter six months of 2024.

Thus, 2024 is an important year with many significant events, particularly commemorating the 120th anniversary of the establishment of Dak Lak province. Therefore, from the beginning of the year, the Provincial Party Standing Committee and the Provincial Party Executive Committee have concentrated on leading and directing effective implementation of tasks and plans at all levels and sectors.

In the first six months of 2024, the province's economic-social situation continued to develop, with most indicators showing significant growth. Compared to the same period in 2023, the total value of products in the area (compared to 2010 prices) is estimated to reach 25,493 billion VND, an increase of 4.13%; total social investment capital mobilization is expected to exceed 15,683 billion VND, up 3.62%; total retail sales of goods and services are estimated to exceed 53,458 billion VND, up 8.8%; total state budget revenue in the area reached 4,257 billion VND, up 8.8%; export turnover is estimated at 920 million USD, up 17.4%; import turnover is estimated at 210 million USD; the winter-spring crop planting area for 2023-2024 exceeded 20% of the plan; tourism activities grew, with total revenue reaching 646 billion VND, up 13.53%...

Permanent Vice Chairman of the Provincial People's Committee Nguyen Tuan Ha reported on the results of implementing tasks in the first six months of the year and the directions for tasks in the latter six months of 2024.

Cultural and sports activities, job creation, social security, and poverty reduction continue to be implemented, ensuring people's lives. Land management, mineral resources, and environmental resources are emphasized in administration. Administrative reforms have shown many positive changes. National defense is strengthened, maintaining sovereignty, territorial integrity, and border security.

Party building and political system construction continue to be implemented, ensuring requirements in new situations; the province has recruited 1,096 new Party members, raising the total number of provincial Party members to 88,205 comrades. Activities of governmental bodies, the Fatherland Front, and socio-political organizations are increasingly positive...

In addition to the achievements, the first six months of 2024 encountered some difficulties: the total industrial and service product value remains lower than the province's growth scenario; business production activities face many difficulties, with the number of dissolved and suspended enterprises increasing compared to the same period in 2023; land use fee collection is low, affecting total state budget revenues and the implementation of investment projects using provincial budgets; prolonged letter handling and exceeding levels still occur, with potential risks of "hot spots" in public security; deforestation, illegal logging, and transportation of forestry products have increased in cases; the party member development rate in some village, commune, and neighborhood Party units remains low; the political standards conclusion progress is slow; understanding and responding to people's thoughts and desires sometimes lag behind, not deep and timely enough...

At the conference, delegates divided into discussion groups to discuss important topics such as: the draft report on the preliminary implementation of tasks in the first six months of the year and the direction and tasks for the latter six months of 2024; the draft report on inspection, supervision, and disciplinary enforcement of the Party in the first six months of the year and the direction and tasks for the latter six months of 2024; the draft report on implementing Resolution No. 07-NQ/TU, dated October 13, 2021 of the Provincial Party Committee on "Developing science and technology in Dak Lak province for the 2021-2025 period, vision to 2030"; submission of opinions on the deployment documents of Directive No. 35-CT/TW, dated June 14, 2024 of the Politburo on "Party congresses at all levels towards the 14th National Party Congress"; reporting on the results between the two sessions of the Provincial Party Executive Committee...
