Accordingly, the plan focuses on several key areas, including: Disseminating information and promoting awareness of innovative startup activities; Maintaining, upgrading, and efficiently operating the Provincial Innovative Startup Information Portal; Organizing and implementing programs and initiatives related to innovative startup activities; Supporting youth startups according to the Youth Startup Support Program for the period 2022-2030, as approved in Decision No. 897/QD-TTg on July 26, 2022, by the Prime Minister (Program 897); Supporting women's startups under the "Supporting Women's Startup Initiative, 2017-2025" as approved in Decision No. 939/QD-TTg on June 30, 2017, by the Prime Minister (Initiative 939).

The Planning and Investment Department is the permanent agency responsible for advising and assisting the Provincial People's Committee in implementing this plan; proactively resolving issues within its jurisdiction, reporting to the Provincial People's Committee on matters beyond its jurisdiction.

The Provincial People's Committee requests departments and sectors to implement and specify the goals and contents of Initiative 844, Plan No. 2934/KH-UBND of the Provincial People's Committee to align with practical situations. This will create a favorable environment to promote and support the formation and development of fast-growing enterprise models based on the exploitation of intellectual assets, technology, and new business models.
