Prime Minister Pham Minh Chinh: Rapid, sustainable, comprehensive, and inclusive development of Dak Lak province with four pillars of growth. (22/08/2024, 09:44)

On the afternoon of August 18, as part of his working visit to Dak Lak province, the delegation of Prime Minister Pham Minh Chinh had a working session with the Standing Committee of the Provincial Party Committee of Dak Lak to hear reports on the implementation of political tasks in the first 7 months of 2024, the results of implementing the Resolution of the 17th Provincial Party Congress, the 2020-2025 term, and the direction and tasks for the coming period.

At the working session, Comrade Pham Ngoc Nghi - Chairman of the Provincial People's Committee reported on the summary of the implementation of political tasks in the first 7 months of 2024 and the results of implementing the Resolution of the 17th Provincial Party Congress, the 2020-2025 term, and the direction and tasks for the coming period.

Accordingly, 2024 is an important milestone as Dak Lak province celebrates its 120th anniversary of construction and development. This is also the year to achieve the goals of the 5-year period of implementing the resolutions of Party congresses at all levels for the 2020-2025 term, including the Resolution of the 17th Provincial Party Congress.

In the context of mixed favorable and difficult conditions, the province has closely followed the theme of government management, which is "Discipline, Proactive and Timely Action, Accelerating Creativity, Sustainable Effectiveness" to focus on directing and implementing tasks. The socio-economic situation of the province in the first 7 months of the year continued to develop steadily, with most indicators increasing compared to the same period.

Out of the 16 main indicators, 10 indicators have been evaluated, while the remaining 6 indicators will be evaluated at the end of the year. All 10 evaluated indicators have shown growth compared to 2023. Based on the evaluation, it is forecasted that by the end of 2024, most of the set targets will be achieved; however, there may be difficulties in achieving certain targets such as economic growth, establishment of new businesses, and state budget revenue according to the Resolution of the Provincial People's Council, especially land use fees.

Currently, one of the major advantages of Dak Lak province is that many key agricultural products have been officially exported, and the export market is expanding with high prices. At the same time, production and consumption sectors are gradually recovering, leading to an increase in imports of machinery and raw materials. The total gross regional domestic product (GRDP) in the first 6 months of the year is estimated to reach nearly VND 25,500 billion, an increase of 4.13% compared to the same period in 2023. Specifically, agriculture, forestry, and fisheries increased by 4.38%; industry and construction increased by 4.52%; services increased by 4.04%.

The mobilization of total social investment is estimated to reach over VND 15,600 billion, an increase of 3.62% compared to the same period in 2023. The disbursement of public investment capital by the end of July 31, 2024, reached 38.9% of the plan, higher than the national average (32.2%), ranking first among the 5 Central Highlands provinces and 13th out of 63 localities nationwide.

The total balanced state budget revenue in the province reached nearly VND 4,500 billion, equivalent to 64.12% of the central government's estimate.

Exports in the first 7 months of 2024 reached USD 1.13 billion, an increase of 25.4% compared to the same period, while imports reached USD 295 million, an increase of 33.1%. The total retail sales of goods and service revenue reached over VND 62,600 billion, an increase of 9.52% compared to the same period.

Social security policies have been implemented timely, practically, and accurately targeting the right beneficiaries. The province has started the construction of 1,200 houses (achieving 100% of the set plan), of which 1,068 houses have been handed over and put into use (89%); implemented synchronized and effective social policy credit programs...

Comrade Pham Ngoc Nghi - Chairman of the Provincial People's Committee reported the results of socio-economic development in the first 7 months of 2024 and targets for the 2020-2025 term

According to Comrade Pham Ngoc Nghi, the province has focused on directing and reviewing revenue sources, strengthening the work of preventing revenue losses, especially in new areas such as e-commerce; ensuring the correct and sufficient collection of taxes. However, due to the stagnant real estate market, the financial measures of the province have faced many difficulties and have not achieved the set plan. This has greatly affected the progress of the province's budget revenue. Up to now, the total balanced state budget revenue in the province has reached nearly VND 4,500 billion, equivalent to 64.12% of the central government's estimate and 52.81% of the provincial People's Council's estimate.

Investment attraction has shown positive changes, with many investors coming to explore investment opportunities in the province. The provincial People's Committee has approved investment decisions for 12 projects with a total investment capital of nearly VND 2,900 billion. Accumulated from 2021 to now, the provincial People's Committee has approved investment decisions for 70 projects with a total investment capital of over VND 32 trillion. Administrative reform continues to achieve positive results, with the Public Administration Reform Index (PAR Index) increasing by 10 places in 2023, the Provincial Governance and Public Administration Performance Index (PAPI) increasing by 10 places, and the Provincial Competitiveness Index (PCI) increasing by 9 places...

The province has done well in ensuring political security, social order, and safety in the area; timely combating and preventing plots and activities of hostile forces and reactionary elements; preventing complex incidents and avoiding passivity and surprise; completing and launching the forces participating in safeguarding security and order at the grassroots level, including nearly 2,200 teams...

Regarding the implementation of the Resolution of the 17th Provincial Party Congress, term 2020 - 2025, in nearly 4 years of implementation, Dak Lak province has maximized the attention, leadership, guidance, and support of the Central Government, as well as the coordination and assistance of other provinces; closely following the planning orientation, objectives, targets, and practical situation of the locality to concretize the program and plan for comprehensive and resolute implementation of the set tasks.

he province has focused on protecting the legitimate and legal rights and interests of the people; paying attention to harmonizing the interests of economic components to create stability and development. Based on the midterm evaluation results, out of the 16 main targets in the Resolution of the 17th Provincial Party Congress, it is expected that 12 out of 16 targets will be achieved and exceed the 5-year plan; there are 3 out of 16 main targets and 1 component target that may not meet the set 5-year plan.

Comrade Y Vinh Tor - Deputy Minister, Deputy Chairman of the Ethnic Affairs Committee proposed that the Government pay attention to policies for officials of ethnic minority groups and improve the quality of human resource training and land policies.

However, during the implementation of the economic and social development goals for the period 2021-2025, Dak Lak province identified some limitations and difficulties such as: the overall economic restructuring and internal restructuring of each sector are still slow. Planning, planning management, and land management are still inadequate; some plans are not suitable and overlap with other plans. The national target program for building new rural areas in the period 2021-2025 has more additional targets and higher requirements, so the set plan has not been implemented...

Comrade Pham Thi Thanh Tra - Minister of Home Affairs suggested that the province review and evaluate the officials who are ethnic minorities throughout the province, focus on administrative reform, and enhance the capacity of grassroots officials in the next term.

At the working session, representatives of ministries and agencies participated in evaluating the development results of Dak Lak province and proposed solutions for the rapid and sustainable development of the province, leveraging its position as the central province of the Central Highlands; at the same time, suggesting new driving forces for faster and more sustainable development of the province.

In his concluding remarks at the working session, Prime Minister Pham Minh Chinh praised the efforts and important achievements that the Party Committee, government, military, and people of Dak Lak province have made, contributing significantly to the overall achievements of the country.

Regarding the viewpoints and development goals in the coming period, the Prime Minister emphasized the need to develop the economy and society quickly, sustainably, comprehensively, covering the basis of attracting and mobilizing resources for sectors and industries with potential and competitive advantages, focusing on 4 pillars of growth: (i) Developing high-quality, large-scale agricultural and forestry products, targeting the export market; (ii) Large-scale processing of agricultural products and production of renewable energy; (iii) Urban economy, digital infrastructure, and irrigation infrastructure; (iv) Logistics services, digital-based tourism, digital economy, and society.

Prime Minister Pham Minh Chinh requested that Dak Lak province focus on the 4 pillars of growth and promote the spirit of "6 strengthening".

Developing the economy and society in parallel with building a strong political system, consolidating national defense, security, ensuring social order and safety, and firmly protecting border sovereignty, building a peaceful, friendly, cooperative, and developed border line.

Developing the economy and society with people at the center, sustainable poverty reduction, creating conditions for equal development among ethnic communities living in the area, based on the spirit of "leaving no one behind". Paying special attention to ethnic affairs, ethnic officials, and those working in ethnic affairs.

 In the coming time, the Prime Minister suggested that the Party Committee, government, military, and people of Dak Lak province promote the spirit of "6 strengthening".

Accordingly, strengthening the political trust of the people in the Party, trust in the Party's path, guidelines, and policies; strengthening the unity of ethnic groups among the 49 ethnic groups in the area and the ethnic groups in the Central Highlands, not leaving anyone behind, working together, enjoying together, winning together, and developing together.

Along with that, enhancing national defense and security capabilities, contributing to maintaining political stability, social order and safety, protecting independence, sovereignty, territorial integrity, maintaining peaceful, friendly, cooperative and sustainable border relations; enhancing high-quality human resource training for the province and the Central Highlands region, shifting labor from rural and agricultural areas to industrial and urban areas. Reviewing the objectives and tasks according to Resolution of the 13th Party Congress, resolutions and conclusions of the Central Committee, Politburo, including Resolution 23 of the Politburo on the development of the Central Highlands region and the Resolution of the 17th Provincial Party Congress;

Promoting the implementation of the Dak Lak provincial plan; promoting production and business, creating jobs, livelihoods for the people, mobilizing all resources for development; promoting the improvement of investment environment, supporting enterprises, promoting entrepreneurship, innovation; focusing on resource management, environmental protection and climate change response; ensuring political security, social order and safety; building a whole people's defense and people's security posture; attaching importance to Party building and a clean and strong political system;

The Prime Minister noted the need to continue innovation, thinking, and approach with the perspective of "resources come from thinking, motivation comes from innovation, strength comes from the people". Along with that, building Buon Ma Thuot into the "world coffee city", the urban center of the region, contributing significantly to promoting the development of the Central Highlands, the "strategic of the strategy" area, an important outpost of the Fatherland.

Dak Lak province proposes the Prime Minister, relevant ministries and agencies to consider 02 contents:

Paying attention, having a policy to invest in the remaining expressway routes connecting the Central Highlands region with other regions in the period of 2025-2030 according to the set plans and resolutions; specifically investing in: Pleiku (Gia Lai) - Buon Ma Thuot (Dak Lak) expressway to be prioritized for early investment, proposing the Government to submit to the National Assembly for adjusting the phased implementation before 2030 for the above-mentioned North-South Western expressway route; Buon Ma Thuot (Dak Lak) - Gia Nghia (Dak Nong) expressway;

Proposing the Central Government to allocate the central budget to invest in the road connecting the end point of Khanh Hoa - Buon Ma Thuot expressway with Dong Tay Boulevard, Buon Ma Thuot city, Dak Lak province (approximately 5.05 km in length), with an estimated total investment of about 1,500 billion VND.
