At the Central Highlands General Hospital, for many years now, they have implemented using the Citizen Identity Card with an embedded chip instead of the Health Insurance Card, marking a significant step in administrative reform linked to the healthcare sector's digital transformation. On average, the hospital receives between 1,600 and 1,900 patients per day, with approximately 75% of them using the Citizen Identity Card for medical examinations and treatments.

Ms. T.T.H, 75 years old (Khanh Xuan Ward, Buon Ma Thuot City) shared: "I visit the hospital about 1 to 2 times per month. Previously, I had to bring my insurance card and identity card for registration during each visit, resulting in long waiting times. Since using the Citizen Identity Card instead of the Health Insurance, I simply hand the card to the staff and directly proceed to the examination room as needed, taking only about 30 seconds, significantly reducing the process and waiting time."
According to Mr. Nguyen Chi Dung, Head of Information Technology Department at the Central Highlands General Hospital: "To effectively implement the use of Citizen Identity Card with chips in Health Insurance for medical examinations and treatments, the hospital has upgraded software, automated healthcare procedures, ensured data integration, connectivity, shared data, renewed card readers, and stationed KIOSK staff to guide citizens in automatic registration for medical examinations and treatments."
Using the Citizen Identity Card with a chip instead of the Health Insurance card has not only reduced the workload for administrative staff but also minimized waiting times for frequent patients compared to the past. It has streamlined procedures for medical examinations and treatments under BHYT, reducing from 6 to 3 steps, eliminating the need to carry the Health Insurance card, and facilitating quick and convenient patient reception, accurate identification of patients by healthcare staff, and minimizing the misuse of Health Insurance cards - Mr. Nguyen Chi Dung shared.
According to the evaluation of the Department of Health, in the implementation of the Digital Transformation Plan for the period 2021-2025, healthcare units in the province have deployed and maintained Medical Examination and Treatment Management software, fundamentally meeting the needs of management and medical examination and treatment services.

To ensure vaccination work, the entire sector has implemented the National Vaccination Information Management System (http://tiemchung.gov.vn) at the Disease Control Center, 15 district/urban health centers, 185 commune/ward/town health stations, and vaccination service points throughout the province. Particularly, the sector has also implemented the "Doctor for Every Home" software to improve access to healthcare services for the people, enhance capacity, and quality of services at grassroots healthcare units.

Dr. Nguyen Huu Vu Quang, Deputy Director of Dak Lak Provincial Department of Health, assessed that digital transformation has brought significant benefits to the healthcare sector. The Department of Health has connected with the National Drug Database to pharmacies and drug counters across the province. To date, 2,208 drug facilities have been granted accounts connected to the National Drug Database. They continue to implement the Health Statistics Reporting System according to Circular 37 of the Ministry of Health, regulating the healthcare statistics reporting regime.
During examinations and treatments, doctors can easily access the latest medical knowledge and techniques, improving the quality and safety of patient care, minimizing errors in medical procedures, ensuring accuracy and reliability in healthcare information management. Through electronic medical records and healthcare information management systems, patient information becomes easily accessible and shareable among doctors and healthcare facilities.
The goal of the healthcare sector is to ensure that every hospital and medical facility has electronic medical records. Actively digitalizing and linking medical records, healthcare information, and data connectivity among healthcare facilities; improving healthcare management and providing healthcare services to the people, thereby enhancing the ability to detect and respond to community health issues quickly and accurately - Dr. Nguyen Huu Vu Quang emphasized.
