Regulations on Support and Training Regimes for Security Forces at Grassroots Levels (28/06/2024, 08:22)

On June 20, during the Thirteenth Special Session of the Provincial People's Council, Resolution defining criteria for establishing and determining the number of members in grassroots security units, and the regime for support and training of security forces participating in maintaining security and order at the grassroots level within the province was passed.

According to the Resolution, each hamlet, village cluster, or neighborhood is to establish one security unit. Regarding the number of members, hamlets, village clusters, or neighborhoods with populations up to 2,000 people are allocated 3 members (1 unit leader, 1 deputy, and 1 member). In cases of hamlets, village clusters, or neighborhoods located in critical, complex areas concerning social security, a maximum of 5 members can be assigned.

For hamlets, village clusters, or neighborhoods with populations exceeding 2,000 people, 4 members are allocated (1 unit leader, 1 deputy, and 2 members). In critical, complex areas concerning social security within communes, wards, or town centers, a maximum of 6 members can be assigned.

Regarding the regime, unit leaders receive 1.8 million VND per person per month, deputies receive 1.5 million VND per person per month, and members receive 1.2 million VND per person per month. Additionally, security forces participating in ANTT at the grassroots level are supported financially for voluntary social insurance contributions, health insurance, and training when performing assigned tasks under authorized delegation or mobilization, with funding secured from the current state budget hierarchy and other legally mobilized sources.

Major General Le Vinh Quy, Director of the Provincial Police noted that there are currently 2,199 hamlets, village clusters, or neighborhoods (1,341 hamlets, 556 village clusters, 302 neighborhoods) within the province. As of April 1, 2024, there are 1,808 specialized commune police officers and 1,164 neighborhood security personnel, along with 4,076 commune defense team leaders and deputies. The combined number of commune police officers and neighborhood security personnel serving as commune defense team leaders and deputies totals 1,508 individuals. The total annual budget for these three forces is over 75.2 billion VND.

Based on the legal provisions, receiving attention from central and local authorities, the security forces participating in ANTT at the grassroots level in the province have been consolidated and substantially reinforced, meeting both quantitative and qualitative requirements. This effort contributes to building a strong grassroots security force, ensuring local security missions. However, the organization and staffing of these security forces at the grassroots level have not been uniformly centralized or consistent. The regime and policies for these three forces (specialized commune police, neighborhood security, commune defense teams) are uneven and not commensurate with their responsibilities, lagging behind social development, thereby failing to attract and sustain citizen participation or provide long-term reassurance, posing challenges for recruitment efforts.

Starting from July 1, 2024, the Law on Security Forces Participating in Maintaining Security and Order at the Grassroots Level will come into effect. Therefore, the issuance of this Resolution defining criteria for establishing and determining the number of members in ANTT units and the support and training regime for security forces at the grassroots level within Dak Lak province is necessary. It serves as a foundation for unifying the three forces (specialized commune police, neighborhood security, commune defense teams) into one cohesive unit.
