On July 4th, the Dak Lak Province Digital Transformation Steering Committee organized a conference to review activities over the first 6 months of 2024. Vice Chairman of the Provincial People's Committee and Head of the Digital Transformation Steering Committee, Nguyen Tuan Ha, chaired the conference.

Attendees at the conference reported that during the first 6 months of 2024, digital transformation efforts across the province were vigorously implemented, achieving significant results and laying the foundation for further implementation in the upcoming phase.
Awareness among provincial authorities, sectors, residents, and businesses regarding digital transformation has notably improved. All 15 districts, towns, and cities have established complete district-level digital transformation steering committees. Currently, 100% of provincial and local departments, agencies, and localities have issued digital transformation plans for 2024. The province has established 1,163 community digital technology teams in villages and neighborhoods, comprising 7,228 members, acting as vital extensions of the digital transformation steering committees at all levels, playing a crucial role in delivering digital technology and skills to the people.

The provincial People's Committee and departments, agencies, People's Committees of districts, towns, and cities have relatively fully issued a system of guiding, directing, organizing the implementation of digital transformation, and allocating budgets and human resources for this purpose.
Currently, 100% of all levels of state agencies in the province have implemented sending and receiving electronic documents, with an electronic signature rate exceeding 96%. In the first 6 months of 2024, there were 770,509 electronic document exchanges among provincial state agencies; digital certificates and electronic signatures were implemented 100% from provincial to communal levels; 1,683 administrative procedures were updated in the administrative procedure database on the National Public Service Portal, including 1,019 online public services provided. From December 15, 2023, to June 14, 2024, there were 6,189 online payment transactions for level 4 online public services with fees, surcharges, totaling more than VND 25 billion, of which successful transactions were over VND 15 billion.

Digital Economy Contributes Initial Steps to the Economic Development of Dak Lak Province. By June 2024, the entire province has 1,715 products on e-commerce platforms; there were 42,933 successful transactions, ranking fifth nationwide; 259,652 agricultural households have been trained in digital skills, reaching 43%. The development of the digital economy has completely changed people's perceptions and traditional practices regarding product consumption in digital spaces, e-commerce platforms, expanding product consumption beyond local, district, and provincial boundaries to other provinces nationwide.
Alongside the achievements, digital transformation efforts have faced several difficulties and limitations in recent times, such as underdeveloped digital infrastructure in remote and distant areas; outdated physical facilities and infrastructure supporting digital transformation applications at some departments, sectors, district, and commune levels, leading to inconsistency, affecting the deployment of digital platforms for management and operation; the workforce for digital transformation at district, commune levels, and within small and medium-sized enterprises remains insufficient and weak; network security and information security still carry risks of safety breaches and may continue to undergo complex developments in the upcoming period, posing serious risks to socio-economic development activities...

In his concluding remarks at the conference, Deputy Chairman of the Provincial People's Committee, Standing Member of the Provincial Steering Committee for Digital Transformation Nguyen Tuan Ha suggested that in the near future, all levels, sectors, and localities prioritize resources, accelerate the progress of implementing tasks and solutions for digital transformation outlined in 2024, ensuring quality and progress; promote digitalization of key economic sectors, especially priority economic sectors; enhance digital transformation activities for enterprises in industrial zones and clusters; continue to implement tasks and solutions for the project on "Developing data applications on population, identification, and electronic authentication to serve the national digital transformation phase 2022-2025, vision to 2030"; continue to effectively promote awareness of digital transformation, especially the use of online public services and non-cash payments; continue to strengthen processing of records and work in the electronic environment; enhance efficient operations of smart urban services; intensify the use of open online learning platforms with courses on digital transformation...
