The 8th Session of the Provincial People's Council, 10th Tenure, continued its work on the morning of July 11th as part of the agenda of the 8th Session, focusing on discussing important topics.

Delegates participating in the discussions were divided into three groups. They concentrated on issues regarding the results of implementing socio-economic development tasks, ensuring national defense and security for the first 6 months of 2024, as well as directions and tasks for the final months of the year. They also discussed the agenda items and issues that delegates and voters were concerned about.

Following the discussions, delegates generally agreed with the report on the results of implementing tasks in the first 6 months of 2024. They also proposed some opinions to effectively implement tasks in the coming time, such as continuing to enhance solutions for increasing state budget revenues, promoting investment attraction, managing, protecting, and developing forests, focusing on investment and developing synchronized and modern transportation infrastructure, and enhancing security and social order in the locality.

In the agriculture sector, he proposed continuing to strengthen the management of agricultural inputs such as seeds, fertilizers, and plant protection drugs in the province, linking production with ecological environmental protection. He emphasized the importance of developing deep processing for agricultural products to create brands for the province's agricultural products.

In June 2023, the European Union adopted the EU Deforestation Regulation (EUDR). According to this regulation, starting from December 31, 2020, it prohibits the import of agricultural products originating from areas involved in deforestation and forest degradation. This includes livestock farming, cocoa, coffee, palm oil, rubber, soybeans, and wood products. Key sectors affected in Vietnam are coffee, rubber, wood, and wood products, which are major exports to the European market.

From December 30, 2024, large companies cannot export certain product categories to the European market without proving that their products are not linked to deforestation. For small companies, the enforcement of the EUDR regulation has been delayed until July 2025.

Currently in Dak Lak, only the Export-Import 2/9 Dak Lak Co. Ltd., is the first unit to comply with regulations on preventing deforestation and forest degradation in their raw material area. Therefore, the delegate proposes practical and effective solutions for small enterprises to promptly obtain certification of the planting area code to ensure that when exporting coffee abroad, especially to the European market, they do not encounter issues of unsalable products or price pressure.

Alongside issues related to socio-economic development, local security and national defense, delegates also discussed concerns about the quality of education and the student streaming after completing lower secondary education under the project "Career-oriented education and student streaming orientation in general education for the 2018-2025 period."

Delegates emphasized the need to reconsider increasing the number of students per class for the 2024-2025 school year in all public high schools in the province. He suggested that the Provincial People's Committee promptly invest in an additional public high school in Buon Ma Thuot City, and continue to attract investment to build non-public high schools in economically and socially developed areas. He also emphasized the effective implementation of student streamlining after completing lower secondary education, alongside improving the quality of vocational training at vocational education institutions in the area.

Delegates devoted time to discussing issues related to bidding for medicines and medical supplies for health care for the people, solutions to increase participation in health insurance, approving land originating from agriculture and forestry for areas that have completed issuing land use certificates to residents, focusing on constructing high-tech industrial parks and using clean energy in the province, and accelerating the progress of investment projects in industrial zones to operate efficiently and create resources for society.

This afternoon (July 11th), delegates will continue discussions in the meeting hall and consider and pass resolutions at the session.
