On the afternoon of September 11, the National Assembly Delegation of Dak Lak Province, led by Comrade Nguyen Thi Thu Nguyet - Deputy Head of the Delegation, conducted a survey on government operations following the merger and the implementation of the socio-economic development plan for 2025, aiming for a growth target of over 8% in Phu Yen Ward.

Attendees included: Comrade Phuc Binh Nie Kdam - Deputy Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department; Comrade Pham Van Bay - Deputy Chairman of the Vietnam Fatherland Front Committee of the province; and leaders of relevant departments and agencies
According to the report presented during the survey, after more than two months, the two-tier government model in Phu Yen Ward has begun to operate effectively, with a streamlined organizational structure, enhanced administrative procedure reforms, and a noticeable improvement in the investment environment. The rate of documents resolved correctly and ahead of schedule reached nearly 91%. Residents have shown consensus and actively cooperated in implementing the merger policy.
Regarding socio-economic development, the ward has closely followed the directives of the provincial People's Committee, implementing measures decisively with high political determination. To date, the ward has received 29 business registration applications; 26 products have achieved 3-star OCOP status; fishery production reached 367,000 tons, including 220,000 tons of tuna; and rice production covered 1,520 hectares. Issues related to land clearance for the North-South expressway have been largely resolved.
However, some officials, civil servants, and residents remain concerned about job security and benefits following the merger. In addition, the increased workload and expanded management scope have put considerable pressure on the administrative apparatus.
Comrade Phan Dai Thang, Deputy Director of the Department of Home Affairs, spoke during the survey.
During the survey, Phu Yen Ward proposed that the government promptly amend and supplement regulations on the number of deputy heads of commune-level departments and staffing levels based on population size. The ward also requested permission to establish additional specialized departments in densely populated wards. It further recommended that the Ministry of Construction adjust planning standards, clarify the concept of “urban sub-area planning,” and review construction permit authority. In parallel, the ward called on the provincial People’s Committee and relevant departments to upgrade the Public Service Portal, streamline procedures, digitize data, support digital transformation, and establish a social service management unit at the commune level.
Speaking at the survey, Comrade Nguyen Thi Thu Nguyet, Deputy Head of the Delegation of the National Assembly of the Province, commended Phu Yen Ward for promptly stabilizing its organization after the merger and for achieving significant socio-economic results. She urged the locality to continue prioritizing administrative reform, digital transformation, investment environment improvement, and stronger planning and land management. She also emphasized the importance of enhancing the quality and effectiveness of the civil servant team to meet decentralization requirements, resolving outstanding documents before July 1, and accelerating public investment disbursement. In addition, she highlighted the need to capitalize on advantages in fisheries and agriculture, strengthen the OCOP brand, and strive toward the proposed growth targets.
