On July 10th, the Eighth Session of the Dak Lak Provincial People's Council, Tenth Tenure, carried out a specialized monitoring session regarding the implementation of Resolution No. 24/2017/NQ-HDND dated July 13, 2017, of the Provincial People's Council on sustainable coffee development in the province until 2020 and orientation towards 2030.
Resolution No. 24/2017/NQ-HDND outlines 17 objectives, with 16 aimed for completion by 2020 and one objective extending to 2030. Currently, 10 objectives have been achieved and surpassed, while 6 objectives set by the Resolution have not been met. The objective set for 2030 is still being organized and implemented.

The working session included the issuance of guiding and directing documents by the Dak Lak Provincial People's Committee in accordance with Resolution No. 24/2017/NQ-HDND. They focused on propaganda campaigns, mobilization, and training for residents regarding sustainable coffee production and business, contributing to enhancing awareness among coffee producers and processing facilities in the province. As a result, coffee productivity and quality have gradually stabilized and become sustainable.
During the period from 2021 to 2023, the entire province replanted coffee on 10,755 hectares, averaging 3,585 hectares per year, exceeding the target set by Resolution. Yields reached between 4.2 to 7 tons of coffee beans per hectare, covering approximately 80% of the replanted coffee area in the province. About 90% of coffee production underwent proper harvesting, drying, and storage processes in accordance with technical standards. All coffee processing facilities for export adhered strictly to technical standards and ensured food safety conditions.

Director of the Department of Justice, Phan Thi Hong Thang presented a draft resolution and proposal during the working session.
The province has also prioritized commercial promotion and market exploration efforts, thereby promoting Buon Ma Thuot coffee and Vietnamese coffee brands globally. Coffee export volume and export turnover reached USD 760.9 million in 2023, contributing significantly to the socio-economic development tasks in the province.
Alongside the achievements, there remain some limitations in implementing Resolution No. 24/2017/NQ-HDND: delayed issuance of guiding documents at times, inconsistent implementation of plans and projects, insufficient depth in propaganda and mobilization efforts, unmet performance targets, inadequate management and exploitation of irrigation works, inconsistent handover of irrigation works managed by enterprises, and investment capital for agricultural technology equipment exceeding the capacity of most organizations and individuals with investment needs.

Deputy Chairman of the Provincial People's Council's Economic and Budget Committee, Pham Van Hanh, presented the inspection report during the session.
Delegates reviewed and assessed the causes of existing limitations and challenges, and simultaneously proposed several tasks and solutions for the near future, such as continuing to guide localities in enhancing propaganda efforts, training, and mobilizing residents to comply with the coffee replanting process. They also emphasized the need to transition crop structures on areas of coffee cultivation lacking sufficient irrigation sources, which are not suitable for effective and economically viable alternative crops.
The provincial People's Committee (UBND) directed departments, agencies, organizations, units, and localities to proactively coordinate closely and effectively implement the tasks and solutions outlined in Resolution No. 24/2017/NQ-HĐND, as well as the projects and plans of the provincial People's Committee related to this resolution and relevant ministries and sectors. They emphasized regular inspection and urge for the organized implementation of these measures, while also promoting the deployment of central government credit mechanisms and policies in agricultural and rural production. This aims to facilitate access to credit for cooperatives, enterprises, and households investing in coffee replanting, as well as in the procurement of processing machinery and equipment, thereby enhancing productivity and the value of coffee across the province.

Following discussions, delegates unanimously approved a resolution on monitoring the implementation of Resolution No. 24/2017/NQ-HDND dated July 13, 2017, of the Provincial People's Council regarding sustainable coffee development in the province until 2020 and orientation towards 2030.
In the afternoon session on July 10th, the Provincial People's Council also reviewed and evaluated various reports, drafts, and resolutions, including the regulation of tuition fees from the 2024-2025 academic year for preschools and public schools in Dak Lak Province, regulations on medical examination and treatment service charges not covered by the Health Insurance Fund in state medical facilities in Dak Lak Province, naming roads and public facilities in Buon Ho Town (third phase), abolishing certain resolutions of the Provincial People's Council of Dak Lak Province, stipulating the funding level for legal propagation, legal access standards, and reconciliation at grassroots levels in Dak Lak Province, approving the plan to reorganize the operations of the Cooperative Development Support Fund of Dak Lak Province, and agreeing on the number of pickup trucks and 12-16 seat vehicles to serve general work for agencies and units across the province.
