The National Conference to Study and Summarize the Resolutions of the Party (10/12/2024, 11:06)

On the morning of December 1st, the Politburo and the Secretariat organized a national conference to study and implement a summary of the implementation of Resolution No. 18-NQ/TW of the Central Committee of the 12th Party Congress; the socio-economic situation for 2024; solutions to accelerate socio-economic development for 2025; and to address institutional bottlenecks. The conference was connected to 14,535 online points nationwide, with over 1.3 million delegates participating.

The conference heard from Comrade Le Minh Hung, Politburo Member, Secretary of the Central Party, Head of the Central Organization Department, who presented key contents, emphasizing the implementation of Resolution No. 18-NQ/TW of the Central Committee of the 12th Party Congress; Politburo Member, Chairman of the National Assembly Tran Thanh Man delivered a specialized topic on "Addressing Institutional Bottlenecks"; and Politburo Member and Prime Minister Pham Minh Chinh presented a report on the socio-economic situation for 2024 and solutions to accelerate socio-economic development for 2025. Moreover, Politburo Member, Secretary of the Central Party, Head of the Central Propaganda Department Nguyen Trong Nghia provided guidance on the propaganda work related to the conference's contents.

In his concluding remarks, General Secretary To Lam emphasized that the Central Committee of the Party, the Government, and the National Assembly are focusing on resolving bottlenecks and establishing foundational elements for the country to "take off," particularly issues related to infrastructure, such as the transportation system, energy infrastructure, human resources, material facilities, institutional development reforms, and administrative procedures. The General Secretary called for further breakthroughs in development policies, to resolve any complications and obstacles, to unlock resources, and to conduct strong administrative reforms, thereby fostering a conducive environment for development. Furthermore, he stressed the urgent need for party members and officials to uphold their sense of responsibility, set an example in fulfilling their duties, prioritize collective interests above all, and boldly innovate and make breakthroughs, displaying courage to sacrifice for the nation’s advancement.

Regarding the streamlining of the political system's organizational apparatus, the General Secretary urged all levels and sectors, from Central to grassroots, to demonstrate the highest political determination in implementing this policy. This is a particularly important task, marking a revolution in the streamlining of the political system. It is not solely a matter of scale or quantity, but fundamentally aims to achieve a qualitative change in the operation of the political system. The streamlining of the organizational apparatus must go hand-in-hand with staff reductions and a restructuring of personnel to ensure adequate qualifications and capabilities corresponding to the tasks at hand. The new apparatus must perform better than the previous one and be operational immediately; there must be no disruption of work, no gaps in time, and no neglected areas or fields, ensuring that the normal activities of society and the populace are not affected.

Regarding the Party Congresses at all levels leading up to the 14th Congress, the General Secretary emphasized that the Party Congresses at all levels, from grassroots branches to communes, districts, provinces, and central agencies, must serve as an extensive political activity across the Party, discussing visions, objectives, and tasks for leading the country towards prosperity in the new era.
