On the afternoon of November 5, the Provincial People's Committee held the regular meeting for October 2024 to evaluate the guidance and management work of the Provincial People's Committee in implementing the socio-economic development targets for October 2024 and to deploy the tasks for November 2024. Comrade Pham Ngoc Nghi - Chairman of the Provincial People's Committee chaired the meeting.

The meeting was attended by the Vice Chairmen of the Provincial People's Committee and leaders of departments, boards, sectors, and related units.

Overall, in October and the first ten months of 2024, the province's socio-economic situation continued to evolve and achieved positive results. Most of the socio-economic indicators increased compared to the same period. The industrial production index maintained growth momentum. The total retail sales of goods and services, export turnover, tourism revenue, and state budget revenue all increased compared to the same period last year. Specifically, the industrial production index for all sectors in October 2024 is estimated to increase by 6.6% compared to the previous month and by 14.1% compared to the same period last year. The cumulative industrial production index for the first ten months of 2024 is estimated to increase by 6.43% compared to the same period in 2023. The total retail sales of goods and services in October 2024 are estimated to reach 9,635.6 billion VND, an increase of 2.4% compared to the previous month. The cumulative total retail sales of goods and services for the first ten months are estimated to reach 90,729.25 billion VND, an increase of 10.2% compared to the same period in 2023, achieving 90.9% of the annual plan. The province's total export turnover in October 2024 is estimated to reach 148 million USD, an increase of 3.9% compared to the previous month. The cumulative export turnover for the first ten months is estimated to reach 1,585 million USD, an increase of 29.8% compared to the same period in 2023, achieving 99.1% of the annual plan. In October, the total state budget revenue in the province reached 858.77 billion VND. The cumulative revenue for the first ten months of 2024 reached 7,080.8 billion VND, an increase of 11.16% compared to the same period in 2023, equal to 101.16% of the central government's assigned budget and 83.3% of the provincial People's Council's budget for 2024.

Administrative reform, improving the investment environment, and attracting investment have shown positive changes. Cultural, artistic, and sports events; social security continue to be implemented and ensure the people's livelihoods.

In addition to the achievements, the meeting also focused on discussing and clarifying some existing limitations and constraints such as: Slow progress in planning, approving land use plans at the district level and land use options from agricultural and forestry areas in the province affecting investment attraction and implementation of provincial investment projects; Slow implementation of drafting and issuing local authority documents detailing some newly enacted laws, especially detailed regulations on the Land Law of 2024 affecting the effectiveness of law enforcement as well as the rights of citizens and businesses in accessing land...

In his concluding remarks, Comrade Pham Ngoc Nghi - Chairman of the Provincial People's Committee proposed that in the remaining time of the year, the provincial departments, boards, and local sectors should focus on reviewing the set tasks and objectives; particularly emphasizing the development of solutions to enhance the implementation of low-achieving and unachieved targets; alongside that, concentrate on implementing measures to address existing limitations and constraints based on the inspection and audit conclusions of the central government; accelerate the construction progress of the Eastern Bypass Road in Buon Ma Thuot City; resolve obstacles, continue to effectively carry out the state budget collection work in 2024, strive to exceed the set plan; accelerate the disbursement progress of public investment funds...
