On the morning of April 15, the Department of Information and Communication held a meeting with Bellurbis Technology Company Limited - India to discuss the proposed cooperation to implement the "Electronic Land Registration Pilot Program in Dak Lak Province" and "Construction of Information Technology Park."
The meeting was attended by leaders of the Department of Foreign Affairs, Department of Natural Resources and Environment, and telecommunications and information technology companies in the area.

At the meeting, the Departments, sectors, and Bellurbis Technology Company Limited - India discussed the proposed Electronic Land Registration Pilot Program in Dak Lak Province and the establishment of an Information Technology Park. Both sides exchanged views on opportunities to promote cooperation, investment, digital transformation at the local level, shared experiences in the process of developing information technology of the company in some countries, and proposed solutions to enhance the relationship in the future.

Bellurbis Technology Company Limited - India stated that the proposed Electronic Land Registration Pilot Program in Dak Lak Province outlined a strategic plan to implement according to the needs proposed by the competent authorities. Specifically, the initiative aims to modernize land registration, enhance transparency, and improve efficiency in land management in the province. Recognizing the specific challenges and opportunities in Dak Lak, we propose a pilot phase as a step towards building a comprehensive digital land management platform.
The pilot phase is designed to test and approve the effectiveness of digital land registration in a controlled environment before comprehensive deployment and will be carried out in a designated area in Dak Lak Province over a period of 6-12 months. This phase will focus on digitizing existing land records, deploying a user-friendly digital registration interface, training local officials and relevant parties in using the new system.
Upon successful completion and evaluation of the pilot phase, the project plans to comprehensively implement the Digital Land Registration Program throughout Dak Lak Province. The feasible expansion plan includes expanding digital services, providing additional training for local officials, and continuously improving the system based on feedback from the pilot phase. The long-term vision is to establish a robust, efficient, and transparent land registration system to support sustainable development and economic growth in Dak Lak Province.
With the support of the local government of Dak Lak Province and relevant parties, this Digital Land Registration Pilot Program promises to pave the way for a more effective, transparent, and modern land management system. The initial step of this program not only aligns with Vietnam's broader digital transformation goals but also addresses specific land management challenges in Dak Lak Province. Our company seeks the approval and support of the province to begin this transformation journey with the proposed pilot phase of the program.
The goal of the Digital Land Registration Program in Dak Lak Province is to transform the current land management system into an efficient, transparent, and accessible framework. The program aims to leverage digital technology to address current challenges and lay the foundation for sustainable development in the region.
Regarding the establishment of an Information Technology Park in Dak Lak Province, the company proposed steps to collect information to draft a detailed commercial proposal for the establishment of the IT park in 3 stages: Preliminary development - Infrastructure development and technology integration - Building marketing and operation ecosystem. The goal is to build Dak Lak into a regional technology center for innovation and knowledge-based industries, creating a world-class information technology park to promote cooperation, innovation, and economic prosperity for the people.
