Conference of the Provincial Party Standing Committee, Period 73 (30/11/2023, 07:40)

On November 29, the Standing Committee of the Provincial Party organized its regular 73rd conference to gather opinions on important matters. Party Central Committee Member, Secretary of the Provincial Party Committee Nguyen Dinh Trung presided over the conference.

Participation in the conference included Mr. Pham Minh Tan - Permanent Deputy Secretary of the Provincial Party Committee, Mr. Y Bier Nie - Deputy Secretary of the Provincial Party Committee, Mr. Pham Ngoc Nghi - Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, Ms. Huynh Thi Chien Hoa - Member of the Provincial Party Standing Committee and Chairwoman of the Provincial People's Council, Mr. Y Giang Gry Nie Knong - Chairman of the Provincial Vietnam Fatherland Front; members of the Provincial Party Standing Committee, Vice Chairmen of the Provincial People's Committee, and representatives of leaders from relevant departments, committees, and sectors.

During the conference, delegates spent considerable time providing feedback on the draft report on the situation and results of implementing tasks for economic and social development, ensuring national defense and security, and building the Party and political system in 2023. They also discussed the draft resolution on the orientation and tasks for 2024.

In 2023, the Party Executive Committee of the province and the Provincial Party Standing Committee focused on leading and directing various levels, branches, and localities to comprehensively implement strategies and solutions for effective economic, cultural, and social development while ensuring national defense and security. Out of the 18 main targets set in the resolution, 4 stood out, surpassing the plan; 7 met the plan; 2 basic targets met the plan, but included components with low achievement, and 5 targets did not meet the set plan. Generally, the socio-economic situation of the province continues to maintain positive development. Compared to 2022, the estimated total product value in the region reached 60,867 billion VND, an increase of 4.64%; the total social investment capital mobilized was estimated at 35,744 billion VND, an increase of 0.02%; the total retail sales of goods and service revenue were estimated at 98,000 billion VND, an increase of 1.4%. The new rural construction program has been actively implemented, with 74 out of 151 communes meeting the new rural standards, achieving a rate of 51.66%.

Despite the relatively low economic growth rate compared to the set target, it is proportional to the scale of the economy under the current general conditions in the region. Social welfare work is a focus of attention, and many cultural and festival activities have been vibrant, especially the successful organization of the 8th Buon Ma Thuot Coffee Festival in 2023. The political security situation and social order and safety are generally stable, and defense has been strengthened. The situation of crimes violating social order and road traffic accidents has decreased compared to the same period.

The tasks of building the Party and constructing the political system continues to be actively addressed, with a total of 2,434 new party members admitted as of November 21, 2023, bringing the total number of party members to 87,069 comrades. The activities of the government, the Fatherland Front (MTTQ), and other political and social organizations are increasingly undergoing positive transformations.

Despite the achieved results, the implementation of tasks has encountered some difficulties, including the failure to meet the targeted growth rate; improvement in disbursement of public investment, although still low; low state budget collection in the area; forest coverage rate lower than the set plan; the work of interacting with the people, addressing letters, resolving disputes, and handling complaints in certain sectors and localities is not sufficiently high; the grasp of the situation, sentiments, and aspirations of the people is sometimes not timely or deeply comprehensive.

Based on the achieved results, in order to effectively implement the tasks for 2024 and the following years, at the conference, delegates focused on discussing and proposing several solutions, such as: the need to continue pushing forward the progress of disbursing public investment capital; continuing to pay attention to the development of infrastructure in industrial zones and clusters; strengthening management and protection of forests; proactively and efficiently coordinating the implementation of national target programs; intensifying trade promotion activities and promoting local products.

Party Central Committee Member, Secretary of the Provincial Party Committee, Nguyen Dinh Trung, spoke at the conference, proposing that in the coming time, all levels, branches, and localities should focus on leading and directing the resolute and comprehensive implementation of solutions to effectively deploy the set targets and tasks. He emphasized the need to clearly define and build the requirements and tasks for 2024 in connection with practical activities to commemorate the 120th anniversary of the establishment of Dak Lak province (November 22, 1904 - November 22, 2024). He also suggested focusing on implementing key projects in the region and studying specific targets for attracting investment.

Within the framework of the conference, delegates also discussed and provided suggestions for important Party Committee and People's Committee issues, as well as other significant tasks.
