Department of Education and Training inspected Public Administration Reform 2018 (03/12/2018, 15:40)

On November 22nd, Mr. Bui Hong Quy – Chief of Office of the Provincial People’s Committee (PPC) led an administrative reform delegation to inspect the administrative reform work (PAR) at Department of Education and Training (DOET) and its units.

The delegation inspected Dak Lak Pre-school Education School and Le Quy Don High School. In addition, the delegation also reviewed records and data, inspected the PAR implementation at DOET.  The inspection results showed that the DOET has paid attention to and directed the implementation of PAR timely and effectively. Moreover, the official documents related to the PAR issued by the higher level have been deployed timely to the units directly under the DOET. The propaganda activities, training and retraining of the contingent of cadres, civil servants and employees have been paid much attention; the quality of the contingent of cadres and civil servants has been raised step by step.

Checking administrative procedures at DOET

Besides that updating information, monitoring and managing records, receiving and settling administrative procedures under the one-stop-shop mechanism at the DOET has been complied with the regulations. Records of organizations and individuals have been settled quickly and timely. As of November 15th, 2018, the DOET have received and settled 1,423 turns of documents related to administrative procedures. The professional divisions have received and settled more than 21,000 applications for the 2018 National High school Graduation Exam, and exemption from the 2018 National High school Graduation Exam.

However, the PAR work has several shortcomings. Particularly, legal documents have not been reviewed and handled in a timely manner. Advising the provincial People's Committee to publicize the list of administrative procedures in the field of education and training under the jurisdiction of the authorities in the province has not been implemented timely; Idesk management system has not been implemented to school units under the management of DOET.

Speaking at the meeting, Mr. Bui Hong Quy - Chief of the PPC’s Office acknowledged and highly appreciated PAR implementation results of the DOET. He suggested that the DOET should strengthen the application of information technology in general management and settlement of administrative procedures; modernize the administration, well perform the direction and administration of the agency and exchanging jobs in the electronic environment; strengthen the implementation of the Idesk system throughout the sector; continue to effectively manage the state of extra teaching and learning in the area; to direct the review of the system of documents in the field of education and training in order to promptly advise the provincial People's Committee to adjust the documents which are no longer appropriate.
