On the morning of December 26, the Provincial People's Committee held a meeting to direct the implementation of administrative judgments remaining unresolved in the province. Vice Chairman of the Provincial People's Committee, Vo Van Canh, presided over the meeting.
The participants in the meeting included the Working Group, the Support Team, the Advisory Team to the Chairman of the Provincial People's Committee, responsible for directly implementing the responsibilities of the head of the higher-level agency in the execution of administrative judgments, as well as leaders and specialized departments under the Provincial People's Committee Office.

In 2023, the implementation of administrative judgments (IAJ) in the province received attention from the Provincial People's Committee, which provided guidance to units and localities for deployment. Notably, directives were issued to enforce effective legal judgments based on proposals, instructions, and supervision of responsibilities in IAJ by the civil enforcement agency. These directives included the execution of decisions requiring IAJ from the People's Courts at the first-instance trial level and the enforcement of effective administrative judgments.

In line with the conclusions of inspection No. 499/BTP-DKTLN, dated February 17, 2023, by the inter-agency inspection team (Ministry of Justice), the Provincial People's Committee directed agencies and units to focus on organizing the definitive execution of remaining effective administrative judgments. Simultaneously, a Working Group, Advisory Team 10, was established to advise the Chairman of the Provincial People's Committee on responsibilities in the direct execution of IAJ. A plan of activities was issued to assign responsibilities to each member of Advisory Team 10 for advice on the definitive execution of outstanding judgments.

In 2023 (from October 1, 2022, to December 25, 2023), a total of 181 administrative judgments and decisions had to be monitored (54 cases transferred from the previous period, and 127 newly received cases). Of these, 77 judgments have been executed, and 104 are being monitored for the next period. According to the inspection conclusions No. 499/BTP-DKTLN, dated February 17, 2023, 42 administrative judgments remain unexecuted in the province (39 judgments under the responsibility of the Provincial People's Committee and chairpersons of local People's Committees and 3 judgments under the responsibility of other agencies). Currently, the Provincial People's Committee and chairpersons of local People's Committees have completed the execution of 26 judgments, with 16 remaining judgments yet to be executed.
Participants in the meeting candidly pointed out existing limitations and challenges. Key observations included the inadequate awareness of responsibilities among leaders of administrative agencies, particularly concerning land-related cases. Most unexecuted judgments were in the field of land, making them complex. Additionally, there were differing opinions on the practical application of administrative dispute laws, and legal provisions related to land had several shortcomings, contradictions, and lacked clarity.
In the concluding remarks of the meeting, Vice Chairman of the Provincial People's Committee Vo Van Canh proposed that departments, sectors, and units enhance coordination to focus on resolving difficulties related to effective administrative judgments. They should supervise and urge units to carry out executions and strengthen, streamline, and assign specific tasks for each member of Advisory Team 10. Immediate attention should be given to the resolution of 16 outstanding judgments according to the inspection conclusions No. 499/BTP-DKTLN, dated February 17, 2023, by the inter-agency inspection team. Relevant units were invited to hold meetings to provide opinions and address challenges in the execution of remaining judgments.
