On May 5, the Committee for Drafting Amendments and Supplements to Certain Provisions of the 2013 Constitution issued a plan to gather opinions from the public, sectors, and levels concerning the draft resolution to amend and supplement a number of articles of the Constitution of the Socialist Republic of Vietnam, 2013.

Accordingly, the plan emphasizes that the purpose of soliciting opinions from the public, sectors, and levels regarding the draft resolution is to promote the people's right to ownership, mobilize intellect and enthusiasm, and create a high level of consensus and unity among the populace in the process of amending and supplementing the 2013 Constitution, ensuring that the Constitution accurately reflects the will and aspirations of the people.

The process of gathering public opinions must be conducted democratically, scientifically, transparently, and substantively, ensuring progress, quality, and cost-effectiveness. Contributions from the public, sectors, and levels must be collected, compiled comprehensively, accurately, and objectively, and must be seriously studied, accepted, and explained. These opinions will serve as the basis for refining the draft resolution to be submitted to the National Assembly for consideration and approval.

The target audience for feedback includes all strata of the public; central and local agencies and organizations; the Vietnam Fatherland Front and its member organizations; as well as experts and scientists.

The content of the feedback will cover the entire draft resolution to amend and supplement certain provisions of the Constitution of the Socialist Republic of Vietnam in 2013, including its structure, content, and presentation techniques.

Individuals can provide feedback directly through the VNeID application, the National Assembly's electronic portal, the Government's electronic portal, or by submitting written opinions to the responsible agencies for compiling feedback. Agencies and organizations, according to their functions, tasks, powers, and the actual situation of their locality, should proactively plan to organize conferences, seminars, and discussions to gather opinions from their management scope, as well as from experts and scientists.

 Local governments at all levels will organize public consultations using methods suitable to the practical conditions in accordance with the law on grassroots democracy. The timeframe for gathering opinions will commence on May 6 and conclude on June 5, 2025.
