On the afternoon of April 20, 2026, the Party Committee of the Provincial People's Committee convened the Fourth (Expanded) Conference of the Executive Committee, term 2025-2030. The objective of the session was to evaluate the implementation results of tasks in the first quarter, deploy strategic directives for the second quarter of 2026, and deliberate on several critical governance matters. The conference was presided over by Comrade Do Huu Huy, Alternate Member of the Party Central Committee, Secretary of the Party Committee, and Chairman of the Provincial People's Committee.

Attending the conference were members of the Standing Committee of the Party Committee; members of the Executive Committee of the Party Committee of the Provincial People's Committee; members of the Inspection Committee of the Party Committee; and representatives of the Party Committees of departments, sectors, and affiliated units.

According to the report presented at the conference, under the leadership of the Party Committee of the Provincial People's Committee, the local socio-economic situation in the first quarter continued to show positive developments. The gross regional domestic product (GRDP) growth rate was estimated at 7.47% compared to the same period last year. Total retail sales of goods and service revenue reached VND 50,888 billion, an increase of 14.1%; export turnover was estimated at USD 700 million, up more than 5%. Total state budget revenue reached VND 5,057 billion, an increase of 6.1% compared to the same period. Total social investment capital was estimated at VND 11,589 billion, equivalent to 94.5% of the same period. The tourism sector recovered strongly with approximately 2.3 million visitors, an increase of 24.4%, and revenue reached VND 4,120 billion, up 25.4% compared to the same period. The province saw 1,091 newly established enterprises, an increase of 116% compared to the same period. The cultural and social sectors were implemented comprehensively; social welfare was ensured; the people's living standards gradually improved; and the quality of education and healthcare showed positive changes. National defense, security, and social order and safety were maintained.  .

Comrade Do Huu Huy, Alternate Member of the Party Central Committee, Secretary of the Party Committee, and Chairman of the Provincial People's Committee, presided over the conference.   

Party-building work was implemented promptly and comprehensively. Strong emphasis was placed on political and ideological development, ensuring that the dissemination and implementation of Party resolutions were conducted with the highest level of rigor. Furthermore, organizational management, personnel administration, and inspection and supervision activities were executed in strict accordance with established regulations. These efforts collectively contributed to strengthening organizational unity, enhancing leadership capacity, and significantly improving the combativeness of Party organizations..

Comrade Ho Thi Nguyen Thao, Standing Deputy Secretary of the Party Committee and Permanent Vice Chairwoman of the Provincial People's Committee, contributed opinions at the conference.

At the conference, delegates focused on discussing and providing opinions on the draft report regarding the establishment of the Party Committee of Dak Lak Medical College based on the merger of the Party Committee of Phu Yen College into the Party Committee of Dak Lak Medical College; reviewing and providing opinions on the revised and supplemented Inspection and Supervision Program of the Executive Committee of the Party Committee for the term 2026-2030 and the year 2026; and the preliminary report on the implementation of Conclusion No. 21-KL/TW, dated October 25, 2021, of the 13th Party Central Committee on strengthening Party building and rectification, and the political system; resolutely preventing, reversing, and strictly handling cadres and Party members who show signs of political, ideological, moral, and lifestyle degradation, as well as manifestations of "self-evolution" and "self-transformation."

Regarding the direction and tasks for the second quarter of 2026, the conference agreed to focus on implementing the following contents: Establishing the Party Committee of Dak Lak Medical College based on the merger of the Party Committee of Phu Yen College; supplementing the Inspection and Supervision Program of the Executive Committee of the Party Committee for the term 2026-2030. Continuing to address difficulties for enterprises, promoting administrative reform and digital transformation to ensure double-digit growth targets; organizing the Dak Lak Province Investment Promotion Conference 2026 in conjunction with the announcement of the Provincial Master Plan. 

The Provincial Party Committee, Secretary of the Party Committee of the Provincial People's Committee, and Chairman of the Provincial People's Committee requested the Party Committees of affiliated grassroots organizations and members of the Executive Committee of the Party Committee of the Provincial People's Committee to focus on the following key tasks: Develop programs and plans to implement the Resolution of the 14th National Party Congress and other resolutions, directives, programs, and plans of the Central Government, the Provincial Party Committee, and the Party Committee of the Provincial People's Committee; ensuring content alignment and suitability with the practical conditions of localities, departments, agencies, and units, adhering to the "6 clear" principle. This includes reviewing and adjusting programs and plans to implement the nine strategic resolutions of the Politburo.

Develop scenarios for economic growth management on a monthly, quarterly, and annual basis for each sector, field, agency, organization, and unit. These scenarios must clearly identify growth drivers, investment priorities, specific responsibilities of each agency and unit, and the accountability of their leaders.

Focus on completing the task of adjusting the Dak Lak Provincial Planning for the 2021-2030 period, with a vision to 2050, by May 31, 2026, along with other planning tasks. Research and propose to central ministries and agencies the development of a special mechanism project based on leveraging the special resolution on the development of Buon Ma Thuot and the Nam Phu Yen Economic Zone. Simultaneously, advise on the issuance and implementation of a specialized resolution on the development of dynamic urban areas for the 2026-2030 period.

Accelerate the implementation of public investment plans, prioritizing key infrastructure projects of the province, and reduce the number of projects by at least 30% compared to the 2021-2025 period. Focus on improving the efficiency of land clearance efforts. Complete the review and compilation of reports on delayed, prolonged, problematic, and potentially wasteful projects (both within and outside the budget) by May 15, 2026, and develop handling plans for each project by June 15, 2026. Resolve difficulties and obstacles by the third quarter of 2026.

Focus on improving the investment environment, removing barriers, streamlining administrative procedures, and creating maximum favorable conditions for businesses to invest and operate. Review preparations and successfully organize the Dak Lak Investment Promotion Conference in 2026, in conjunction with the announcement of the Provincial Planning in the second quarter of 2026.

Focus on developing industrial parks and clusters, enhancing the effectiveness of national target programs, mobilizing, integrating, and efficiently utilizing investment resources for agricultural and rural development. Review and evaluate the implementation of the Comprehensive Development Plan for the Aquaculture Sector in the province for the 2021-2025 period, with an orientation to 2030, as a basis for appropriate adjustments. Address shortcomings and limitations following the inspection by the European Commission (EC).

Comrade Nguyen Thi Thu An, Director of the Department of Industry and Trade, contributed opinions at the conference.

Advance cultural development; prioritize the review and enhancement of tourism routes and community-based tourism sites; and simultaneously formulate and execute a comprehensive plan regarding the reorganization and management of public offices and assets post-restructuring. This effort must ensure efficiency, transparency, and the prevention of waste and loss, with completion required by the second quarter of 2026.

Effectively implement Directive No. 50-CT/TW, dated July 23, 2025, issued by the Secretariat, regarding the continued innovation and enhancement of Party cell activities in the new phase, in conjunction with Guidance No. 42-HD/BTCTW, dated October 28, 2025, issued by the Central Organization Commission on the implementation of said Directive; and simultaneously facilitate regular quarterly thematic activities.

Perform well in the oversight of cadres and Party members. Key responsibilities include proactive development of Party membership, the formal recognition of official Party members, the timely issuance of Party membership cards, and the proper awarding of Party badges. Effectively execute the "Four Good Party Cell" and "Four Good Grassroots Party Organization" models. This must be conducted in strict accordance with Guideline No. 01-HD/ĐU, dated September 25, 2025, issued by the Standing Committee of the Party Committee of the Provincial People's Committee.
